COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 990443
Establishing
the Kansas City, Missouri Parking Authority for the development of short term
and long term parking strategies and solutions within the Central Business
District in downtown Kansas City.
WHEREAS,
ongoing development in the Central Business District has necessitated parking
improvements to support both private and public initiatives; and
WHEREAS,
the future successful growth and development of the Central Business District
and the convenience and safety of the public is dependent upon reasonable and
available parking in the Central Business District; and
WHEREAS,
the City Council recognized the importance of parking improvements for the
Central Business District when it adopted Committee Substitute for Resolution
No. 960416 and established a Commission to study and make recommendations to
the City Council for a Central Business District parking agency; and
WHEREAS,
the Commission submitted its report entitled CBD Parking Commission Report to
the City Council of Kansas City, Missouri along with a letter with
recommendations from the Downtown Council on October 8, 1998; and
WHEREAS,
the City Council applauds the fine work of the Commission and the Downtown
Council and desires to implement its recommendations in order to support the
ongoing growth, both physically and economically, of the Central Business
District; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY, MISSOURI:
Section
1. The Mayor and Council hereby establish the Kansas City, Missouri Parking
Authority and hereby designate its responsibilities to include development of
short term and long term parking strategies and solutions to increase parking
supply in the Central Business District, to decrease parking demand for the
district and to increase the utilization of the existing parking supply in the
district as identified in the CBD Parking Commission Report to the City Council
dated October 8, 1998.
Section
2. The Kansas City, Missouri Parking Authority shall consist of 8 members to
be appointed by the Mayor and shall include representatives from the following:

representatives from the Downtown Council
- A
City Councilperson
- The
chairperson of the City Plan Commission
- A
representative of the Mayor
- A
representative of Land Clearance for Redevelopment Authority
- The
chairperson of the Planning, Zoning and Economic Development Committee of the
City Council
Section
3. In conjunction with the responsibilities identified in Section 1, the
Authority shall develop standards for private parking and supplemental public
parking standards for recommendation to the City Plan Commission and the City
Council, identify sources of funding to implement program and consider the
establishment of a Downtown Parking Local Development Corporation to operate,
maintain and manage parking.
Section
4. The Council requests that the Downtown Council provide staff to the
Authority in cooperation with the Economic Development Corporation and the
City.
Section
5. Since the Central Business District is included in approved Urban Renewal
Plans which are to be implemented by the Land Clearance for Redevelopment
Authority of Kansas City, Missouri (LCRA), the City Council requests that the
Authority work with the Land Clearance for Redevelopment Authority to utilize
the provisions of the Land Clearance for Redevelopment Authority Law, Chapter
99, RSMo, to aid in the work of the Parking Authority, including its authority
to issue bonds.
