Approving and accepting an agreement with the Missouri
Department of Health whereby the State will provide $36,631.00 in funding for
operation of a Sickle Cell Resource Center for one year beginning July 1, 1992;
authorizing the Director of Health to enter into an agreement with Truman
Medical Center to operate such a center for ten months beginning July 1, 1992,
for which the City will provide $29,610.00 in previously appropriated funds and
providing for an option to extend the agreement for an additional two months
contingent upon additional funds being included in the next annual budget with
the combined total funding for the agreement and any such extension not to
exceed $36,631.00; providing for the cost of administering the agreement; and
reducing revenue estimates by $3,807.00 and appropriations by $5,588.00 to
reflect the reduction from originally anticipated funding levels.
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the agreement between the State of
Missouri, Department of Health, acting through its Director of Health, and the
Health Department of Kansas City, Missouri, acting through its Director of
Health, whereby the State will provide $36,631.00 in funds for the operation of
a Sickle Cell Resource Center for one year beginning July 1, 1992, is hereby
accepted and approved. A copy of that agreement is attached hereto and made a
part hereof by reference.
Section 2. That the Director of Health is hereby
authorized on behalf of the City to enter into an agreement with Truman Medical
Center whereby the TMC will provide and operate a Sickle Cell Resource Center
for the management of persons diagnosed with sickle cell anemia for a period of
10 months beginning July 1, 1992, for which the City will provide funding in an
amount not to exceed $29,610.00, from funds previously appropriated in Account
No. 100-050-2320. A copy of that agreement is attached hereto and made a part
hereof by reference.
Section 3. That the amount of $1,099.00 as
specified in those agreements may be retained by the Health Department to
partially offset the cost of administering the agreements and may be used for
such purposes as shall be determined by the Director of Health.
Section 4. One month prior to the expiration of
this agreement and upon successful completion of its terms and conditions, the
Director of Health may exercise an option to extend the term of this agreement
an additional two months utilizing such funds that may be remaining at the
expiration of this agreement plus such funds that may be allocated by the City
Council for this purpose in its annual budget. The combined total funding for
the agreement and any such extension shall not exceed $36,631.00. Such option
shall be in writing signed by the Director of Health and the agreement shall
become effective when filed with the City Clerk.
Section 5. That the revenue estimate in the
following account of the General Fund is hereby reduced by the following
amount:

Section 6. That the appropriation in the following
account is hereby reduced by the following amount:
100-050-2320-B Sickle Cell Anemia Program
$5,588.00

I hereby certify that there is a balance, otherwise
unencumbered, to the credit of the appropriation to which the foregoing
expenditure, is to be charged, and a cash balance, otherwise unencumbered, in
the treasury to the credit of the fund from which payment is to be made, each
sufficient to meet the obligation hereby incurred.
