ORDINANCE NO. 050492
Accepting funds allocated by the
U.S. Department of Justice, Bureau of Justice Assistance, from the 2004 Local
Law Enforcement Block Grant in the amount of $538,386.00; estimating revenue in
the amount of $644,207.00 in the 2004 Local Law Enforcement Block Grant;
reducing appropriations in the General Fund in the amount of $15,421.00;
appropriating $15,421.00 in the General Fund for transfer to the grant funds;
designating requisitioning authority; authorizing cooperative agreements with
the Board of Police Commissioners ($251,000.00), Jackson County Prosecutors
Office ($133,300.00), and COMBAT and the Pan-Educational Institute
($106,000.00); directing the City Clerk to file certain documents with the
appropriate offices; recognizing an
emergency measure within the provisions of Section 15, Article III of
the Charter.
BE IT ORDAINED
BY THE COUNCIL of KANSAS CITY:
Section 1. That
the Mayor and Council do acknowledge and accept the funds allocated by the U.S.
Department of Justice, Bureau of Justice Assistance, from the 2004 Local Law
Enforcement Block Grant in the amount of $538,386.00.
Section 2. That
the revenue in the following accounts of the 2004 Local Law Enforcement Block
Grant is hereby estimated in the following amounts:

Section 8. That
the Director of Neighborhood and Community Services is hereby designated as
requisitioning authority for Account Nos. 06-2840-572100, 06-2840-572120, and
06-2840-575200.
Section 9. That
the Board of Police Commissioners is hereby designated as requisitioning
authority for Account No. 06-2840-215200.
Section 10.
That the Director of Neighborhood and Community is authorized to execute, on
behalf of the City, a Cooperative Agreement with Board of Police Commissioners
in the amount of $251,000.00 using funds appropriated to Account No.
06-2840-215200-E. The Cooperative Agreement is approved, in substantial form,
as that on file with the City Clerk.
Section 11.
That the Director of Neighborhood and Community Services is authorized to
execute, on behalf of the City, a Cooperative Agreement with the Jackson County
Prosecutors Office in the amount of $133,300.00 to support the Drug Court
using funds appropriated to Account No. 06-2840-575200-A ($126,380.00) and
06-2840-575200-B ($6,920.00). The Cooperative Agreement is approved, in
substantial form, as that on file with the City Clerk.
Section 12.
Director of Neighborhood and Community Services is authorized to execute, on
the behalf of the City, a Cooperative Agreement with the Jackson County
Prosecutors Office (COMBAT) and the Pan-Educational Institute in the amount of
$106,000.00 to continue to support the crime prevention activities of the arts
program for youth using fund appropriated to Account No. 06-2840-572100-B
($46,000.00) and 06-2840-575200-B ($60,000.00). The Cooperative Agreement is
approved, in substantial form, as that on file with the City Clerk.
Section 13.
That the City Clerk is hereby directed to file a copy of this ordinance,
together with the agreements, with the office of Secretary of State of Missouri
and in the office in the Recorder of Deeds for Jackson County, Missouri,
pursuant to R.S.Mo. Section 70.300 (1994).
Section 14. This Ordinance is declared to be an
emergency measure within the provisions of Section 15, Article III of
the Charter and shall take effect immediately upon its passage.
