RESOLUTION NO. 990668

 

Requesting the Mayor to forward notices received from the U.S. Department of Housing and Urban Development regarding public housing development by the Housing Authority of Kansas City, Missouri, to the City Council and the City Manager; directing the City Manager to review the proposed public housing developments and to provides comments to HUD regarding compliance with the Citys Consolidated Plan; and requesting HUD to forward notices to both the City Manager and the Mayor.

 

WHEREAS, the Council recognizes that supporting safe and affordable housing for citizens of Kansas City is one of the Citys highest priorities; and

 

WHEREAS, it is critically important that public housing projects be developed in a manner that will benefit both the residents needing public housing and the neighborhoods of Kansas City; and

WHEREAS, 42 U.S.C. Section 1439 requires that the Secretary of the U.S. Department of Housing and Urban Development notify the chief executive officer of the local government of an application requesting housing assistance under certain acts in order for the local government to provides comments withing thirty days after notification regarding the applications consistency with the local governments housing assistance plan (commonly known as the Consolidated Plan); and

 

WHEREAS, three separate letters were mailed to Mayor Cleaver from the U.S. Department of Housing and Urban Development on December 8, 1998, March 1, 1999, and March 8, 1999, requesting comments from the City regarding the consistency of the development of certain public housing units by the Housing Authority of Kansas City, Missouri, with the Citys Consolidated Plan and no comments were given to HUD within the thirty day comment periods; and

 

WHEREAS, it is vitally important that the City provide comments to HUD when requested regarding development of publicly assisted housing in Kansas City and its consistency with the Citys Consolidated Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THAT THE COUNCIL OF KANSAS CITY, MISSOURI:

 

Section 1. That the Council hereby requests that the Mayor forward copies of all notices received from the U.S. Department of Housing and Urban Development regarding public housing developments by the Housing Authority of Kansas City, Missouri, to each member of the City Council and the City Manager for review and comment.

 

Section 2. That the Mayor and Council direct the City Manager to review all notices received from the U.S. Department of Housing and Urban Development requesting comments, to comment as to the consistency of the application requesting housing assistance with the Citys Consolidated Plan within the thirty day comment period, and to forward those comments to HUD with a copy of the comments to be provided to the Mayor and City Council.

Section 3. That the Mayor and Council request that the U.S. Department of Housing and Urban Development forward a copy of all notices it sends to the Mayor of Kansas City to the City Manager of Kansas City, Missouri, in order to provide an opportunity for the City to make comments as requested by HUD. The City Manager is directed to send this request to the U.S. Department of Housing and Urban Development.
