RESOLUTION NO. 150214, AS AMENDED

 

Expressing the will of the City Council that the City Manager will evaluate ambulance fee collections before adoption of the next five-year financial plan in November 2015 and, in accordance with the provisions of the plan, recommend to the City Council any modifications to the FY 2015-16 budgeted amounts for indigent health care services for adoption; and directing the City Manager to negotiate contract revisions for indigent health care providers if revenues do not match budgeted estimates.

 

WHEREAS, the City’s indigent health care services providers, along with the Fire Department, provide essential health care services for our indigent population; and

 

WHEREAS, during FY 2014-15, the Fire Department began efficiency improvements in its EMS billing function and ambulance fee collections began increasing during the last two quarters of the fiscal year; and

 

WHEREAS, in response to these increased collections, the City increased its FY 2015-16 budgeted revenue estimates for ambulance fees from $15.0 million to $16.5 million, allowing increased funding for indigent health care services; and

 

WHEREAS, if ambulance fee collections are not meeting the revised FY 2015-16 budgeted revenue estimate, the contracts with the indigent health care service providers will need to be renegotiated in accordance with the City’s five-year financial plan; NOW, THEREFORE

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That it is the expressed will of the Council that the City Manager will evaluate year-to-date ambulance fee collections before adoption of the next five-year financial plan in November 2015 and, in accordance with the provisions of the plan, recommend to the City Council any modifications to the FY 2015-16 budgeted amounts for indigent health care services for adoption and it is the further expressed will of the Council that any ambulance fee collections between $16.5 million and $17 million will be allocated for indigent health care services and any revenues in excess of $17 million will be allocated to the General Fund.

 

Section 2. That the City Manager is hereby directed to notify the indigent health care service providers, and negotiate contract revisions, if necessary, by January 30, 2016, if revenues do not match the $16.5 revenue estimate adopted by the City.
