COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 980920

 

Increasing the maximum parking meter rate; estimating revenues in the amount of $450,000.00; appropriating that amount to the Downtown Parking and Transportation account; and designating requisitioning authority.

 

WHEREAS, increasing the parking meter rate from $0.50/hour to $0.75/hour for short-term parking and $0.15/hour to $0.25/hour for long-term parking which would increase parking meter revenue; and

 

WHEREAS, the parking meters need to be replaced and new electronic meters are now available which provide greater accuracy and require less maintenance; and

 

WHEREAS, the Council finds that an increase in the maximum parking meter rate is appropriate and needed and that the increase in revenue from the meters located downtown to be used for improvements to downtown parking and traffic circulation such as the creation of additional parking, a parking signage program, new parking meters, and traffic circulation improvements; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the maximum parking meter rate shall be increased to $0.75/hour for short-term parking and to $0.25/hour for long-term parking.

 

Section 2. That the revenues in the following accounts of the Public Mass Transportation Fund are estimated in the following amounts:

 

99-208-089-5420 Parking Meter Receipts $100,000.00

99-208-089-8149 Wyandotte Garage Rentals 350,000.00

TOTAL $450,000.00

 

Section 3. That the sum of $450,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Public Mass Transportation Fund to the following account in the Public Mass Transportation Fund:

 

99-208-089-1280-E Downtown Parking and Transportation $450,000.00

 

Section 4. That the additional revenue from the parking meters and rental income from the Wyandotte Garage be used to improve downtown parking and traffic circulation such as the creation of additional parking, a parking signage program, new parking meters, and traffic circulation improvements. That any excess from these revenues over expenses be restricted in the Public Mass Transportation Fund balance for downtown parking and transportation purposes.

 

Section 5. That all available funds from these revenues be allocated its share of interest earnings from investments.


Section 6. That all parking meter receipts in excess of the current year General Fund budget estimate of $650,000.00 be placed in the Public Mass Transportation Fund.

 

Section 7. That the Director of Public Works is hereby designated as requisitioning authority for Account No. 99-208-089-1280, Downtown Parking and Transportation.
