RESOLUTION NO. 920534
Directing the City Manager to find appropriate funds for
allocation to Northland Health Care Access, in the amount of $50,000.00, to
establish a primary health care facility for the elderly, poor and indigent
residents of Kansas City North, should NHCA establish such a facility within
the corporate limits of Kansas City.
WHEREAS, almost twenty percent of the population of
Kansas City, Missouri resides in Clay and Platte Counties; and
WHEREAS, in August 1990, a Missouri not for profit
agency was incorporated as Northland Health Care Access to develop a response
to the growing critical need for a system of primary health care for families
in Clay and Platte Counties without medical insurance; and
WHEREAS, a needs survey performed in 1990 recorded
41.9% of respondents to be without health insurance in Clay and Platte
Counties, and an estimated 22% of all individuals in those counties are without
health insurance; and
WHEREAS, a sliding-scale clinic is non-existent in
Kansas City North even though the citizens of Kansas City passed an increase in
the tax levy for hospital and public health purposes on February 7, 1989; NOW,
THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the Mayor and Council hereby desire that this
gap in health services to the citizens of Kansas City be closed, and further
direct the City Manager to find appropriate funds for allocation to Northland
Health Care Access, in the amount of $50,000.00, to establish a primary health
care facility for the elderly, poor and indigent residents of Kansas City
North, should NHCA establish such a facility within the corporate limits of
Kansas City.
