ORDINANCE NO. 130057

 

Authorizing the Director of the Neighborhoods and Housing Services Department to execute the necessary documents or agreement with the Jazz District Redevelopment Corporation (JDRC) to purchase three properties comprising the Crispus Attucks School and adjoining property generally located on the southeast corner of 18th and Woodland, all in Kansas City, Missouri; appropriating $150,000.00 from the Unappropriated Fund Balance of the HUD Section 108 Loan Fund to be used for the purchase of the properties; and designating requisitioning authority.

 

WHEREAS, the former Crispus Attucks School and adjoining property on the Southeast corner of 18th and Woodland is an important gateway to the 18th & Vine Jazz District; and

 

WHEREAS, the school building and the property are going to waste as opposed to celebrating this distinct and historical area of Kansas City; and

 

WHEREAS, the three properties can be purchased for $150,000.00; and

 

WHEREAS, the City has a significant financial investment and interest in the 18th & Vine Jazz District; and

WHEREAS, the City previously accepted a Section 108 Loan Guarantee from the U.S. Department of Housing and Urban Development for use in the 18th & Vine District; and

WHEREAS, the City has a balance of Section 108 funds available for the purchase of these properties; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of the Neighborhoods and Housing Services Department is hereby authorized to execute, on behalf of the City of Kansas City, Missouri, an agreement between JDRC and the City whereby the City will purchase three properties comprising the Crispus Attucks School and adjoining property generally located on the southeast corner of 18th and Woodland and specifically identified as Parcels 29-610-09-05-01-0-00-000, 29-610-09-05-02-0-00-000, and 29-610-09-05-03-0-00-000, all in Kansas City, Missouri, for the amount of $150,000.00. The legal descriptions are attached as Exhibit A.

 

Section 2. That $150,000.00 is appropriated from the Unappropriated Fund Balance of the HUD Section 108 Loan Fund to the following account:

13-2540-552095-B 18th & Vine $150,000.00

Section 3. That the Director of Neighborhoods and Housing Services is designated as requisitioning authority for Account No. 13-2540-552095.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
