COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 990368

 

Authorizing the transfer of funds to the 3rd & Grand Accounts in the General and Capital Improvements Funds; designating requisitioning authority; and authorizing the Director of City Development to enter into a cooperative agreement with the Kansas City Area Transportation Authority and the Port Authority of Kansas City, Missouri, in the amount of $619,378.00 for the development of the 3rd and Grand Project.

 

WHEREAS, there is a need for additional parking for the City Market; and

 

WHEREAS, the Kansas City Area Transportation Authority (KCATA) has a need for additional land for future public transit needs; and

 

WHEREAS, the Kansas City Port Authority (KCPA) has an interest in property along Grand Boulevard for making improvements to the entrance to the Richard Berkley Park; and

 

WHEREAS, the City and the above agencies have all determined a mutual interest in the block bounded by 2nd and 3rd Streets, Grand Boulevard and Oak Street; and

 

WHEREAS, the KCATA and the KCPA have committed to contribute $417,000.00 and $125,000.00 to this project respectively; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the appropriation in the following account of the General Fund is hereby reduced as follows:

 

99-100-064-2501B City Market Operations $ 75,000.00

 

Section 2. That the appropriation in the following account of the General Fund is hereby reduced as follows:

 

99-100-064-7007 City Market Bonds $400,000.00

 

Section 3. That the sum of $475,000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following account in the General Fund:

 

99-100-064-7013 3rd & Grand Project $475,000.00

 

Section 4. That the appropriation in the following accounts of the Capital Improvements Fund are hereby reduced as follows:

 

99-309-064-6202T Grand Avenue Streetscape CD2 $ 16,803.00

99-309-064-7000T Grand Avenue Development $ 81,855.00

99-309-064-7009T River Market Area $ 45,720.00

 


Section 5. That the sum of $144,378.00 is hereby transferred from the Unappropriated Fund Balance of the Capital Improvements Fund to the following account in the Capital Improvements Fund:

 

99-309-064-7013 3rd & Grand Project $144,378.00

 

Section 6. That the Director of City Development is hereby authorized to execute a cooperative agreement with the Kansas City Area Transportation Authority and the Port Authority of Kansas City, Missouri, in the amount of $619,378.00.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
