COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 110350

Authorizing the Director of Neighborhood and Community Services to enter into contracts with various nonprofits for delivery of services to homeless families and individuals in the Kansas City, Missouri area; and estimating additional revenues and appropriations in the amount of $5,411.00 in the General Fund.

WHEREAS, the U.S. Department of Housing and Urban Development (“HUD”) approved Supportive Housing Program grant funding for the City of Kansas City, Missouri (“City”) to provide for rental assistance for scattered site transitional housing, employment assistance, homeless day shelter services, transitional housing for victims of domestic violence, employment assistance services, prescription medication assistance, and housing counseling services; and

WHEREAS, Resolution No. 110272 authorized the Director of Neighborhood and Community Services Department to accept and execute renewal grant agreements with HUD for the 2010 Supportive Housing Program Grants in the amount of $715,852.00; and

WHEREAS the City must enter into contracts with the designated non-profit organizations represented in the City’s renewal application; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That Director of Neighborhood and Community Services is authorized to enter into contracts with various non-profits for services to be delivered to homeless families and individuals through the 2010 U.S. Department of Housing and Urban Development Supportive Housing Program grant funding.

Section 2. That the revenue estimate in the following account of the General Fund is increased in the following amount:

12-1000-570001-477600 Supportive Housing Program $5,411.00

Section 3. That $5,411.00 is appropriated from the Unappropriated Fund Balance of the General Fund to the following accounts:

12-1000-575203-A Supportive Housing Program $4,912.00

12-1000-575203-B Supportive Housing Program 499.00

TOTAL $5,411.00

Section 4. That the Director of Neighborhood and Community Services is authorized to enter into contracts with the following organizations with funds appropriated to Account No. 12-1000-575203-B:

Community LINC $122,893.00

Greater Kansas City Housing Information Center 24,265.00

Goodwill of Western Missouri & Eastern Kansas 35,271.00

Newhouse 32,151.00

reStart, Inc.- Homeless Services Center 194,690.00

reStart, Inc. - Transitional Housing 47,150.00

Swope Health Services 111,725.00

United Services Community Action Agency 130,795.00

TOTAL $698,940.00
