RESOLUTION NO. 031118

 

Recognizing the contribution that the Airline History Museum makes to the understanding and support of aviation and supporting a reduction in rental rates for Hangar 9 at Charles B. Wheeler Downtown Airport.

 

WHEREAS, Save-A-Connie, Inc., d/b/a Airline History Museum, is a not-for-profit aviation museum operating from Hangar 9 at Charles B. Wheeler Downtown Airport; and

 

WHEREAS, the Aviation Department leases Hangar 9 to Executive Beechcraft, and Executive Beechcraft subleases Hangar 9 to Airline History Museum. Airline History Museum is not a direct tenant of the City; and

 

WHEREAS, the Aviation Department charges Executive Beechcraft fair market value rent on Hangar 9 in accordance with Federal Aviation Administration Order 5190.6A, 4-18(f); and

 

WHEREAS, the Final FAA Policy Concerning the Use of Airport Revenues, 64 FR 796,7711 (Feb. 16, 1999), permits airport operators to charge reduced rental rates and fees, including nominal rates, to not-for-profit aviation museums, to the extent that the reduction is reasonably justified by the tangible and intangible benefits to the airport or civil aviation; and

 

WHEREAS, the Mayor and City Council recognize the contribution that Airline History Museum makes to the Charles B. Wheeler Downtown Airport and to the understanding and support of aviation; and

 

WHEREAS, to the extent that the Mayor and City Council are willing to reduce the rental rate to Executive Beechcraft for Hangar 9, Executive Beechcraft has agreed to pass along a dollar-for-dollar reduction in rental rates to the Airline History Museum; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and City Council hereby recognize the contribution that Airline History Museum makes to the Charles B. Wheeler Downtown Airport and to the understanding and support of aviation, and further state the Citys intent to amend its lease with Executive Beechcraft so as to reduce by one-half the rental rate on Hangar 9 for so long as Airline History Museum is a subtenant thereof, with the understanding that such reduction will be passed on by Executive Beechcraft to Airline History Museum.
