COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 150178

 

Waiving the requirement that a company must be a licensed demolition contractor to demolish properties owned by the Land Bank of Kansas City, Missouri under certain circumstances.

 

WHEREAS, on November 13, 2014, the City passed Committee Substitute for Ordinance 140940, waiving a current demolition license under certain circumstances in the demolition contract for a pilot project whereby five structures owned by the Land Bank of Kansas City were demolished by a private contractor for free, and directing the Director of Neighborhoods and Housing Services to report back to the Council on the experience and with a policy if he wished to continue the program; and

 

WHEREAS, the five aforementioned demolished structures were located in the Marlborough neighborhood of Kansas City at 2008 E 82nd Terrace, 8113 Highland, 8320 Wayne, 8309 Flora, and 8109 Highland; and

 

WHEREAS, the five structures have been successfully demolished and the Director of Neighborhoods and Housing Services and the Land Bank have reviewed and discussed the experience and the Director of Neighborhoods and Housing Services has enacted a policy under which the program can continue, including the demolition of another five structures at 8432 Flora, 8045 Wabash, 3115 E. 80th, 8015 Euclid and 8117 Olive; and

 

WHEREAS, the aforementioned policy includes provisions stating the demolition work will be donated, covered by sufficient private insurance, completed by experienced contractors and inspected pursuant to City permits; NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. Notwithstanding Section 18-14(j), Code of Ordinances, the City may contract with a private company pursuant to the policy and program enacted by, and on file with, the Director of Neighborhoods and Housing Services to demolish Land Bank of Kansas City structures for free and without being a licensed demolition contractor.
