COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 970908

 

Supporting a partnership between the City, the Housing Authority of Kansas City and the U.S. Department of Housing and Urban Development for a development process for the replacement and disposition of Heritage House, a public housing project located in the Civic Mall Redevelopment area.

 

WHEREAS, the Mayor, Senator Bond and Andrew Cuomo, Secretary of the U.S. Department of Urban and Development, in a recent visit to Kansas City indicated that completion of the Civic Mall and relocation of the Heritage House was of the highest priority; and

 

WHEREAS, the Heritage House, a 79 unit public housing development owned by the Housing Authority of Kansas City, has provided needed affordable housing for elderly and disabled persons since it was acquired in 1973; and

 

WHEREAS, the Heritage House is located on the future site of the Ilus W. Davis Park, a/k/a the Civic Mall, a two block public park and catalyst for several major redevelopment projects on the eastern edge of the Central Business District; and

 

WHEREAS, the $8.8 million in State bond financing for the Park requires that the City acquire all land prior to December 31, 1997; and

 

WHEREAS, the Receiver for the Housing Authority requires that a firm commitment for the replacement of all 79 units be finalized prior to transfer of ownership to the City; and

 

WHEREAS, the Housing Authority of Kansas City, the City of Kansas City, and the United States Department of Housing and Urban Development (HUD) are working in a partnership in order to assure that both the replacement of the Heritage House units and the development of the Civic Mall which includes the following actions:

 

1. The Housing Authority has submitted an application to HUD for Section 8

rental vouchers for the elderly which could be assigned to existing Heritage House residents to assist in their relocation;

 

2. The Housing Authority will submit a HOPE VI application to HUD by July

18, 1997, for $5.8 million to assist in the replacement of Heritage House;

 

3. The City will amend its 1997 Consolidated Housing and Community

Development Plan to give a high priority to the application and use of Low Income Housing Tax Credits for the development of up to 150 units of replacement and affordable housing, administered by the Missouri Housing Development Commission; and

 

4. The Housing Authority, in partnership with the City, will request proposals

from qualified developers for the siting and construction of up to 150 housing units for elderly and disabled persons to create up to three mixed income developments in the total amount of $16.5 million, with the City contributing $30,000.00 from Community Development Block Grant funds to each selected developer to cover predevelopment costs; and

 

WHEREAS, the successful applications and awards of each of these partnership activities will allow for the replacement of the Heritage House to occur within a two year period and allow the City to acquire ownership of the Heritage House prior to 1998 as required; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Mayor and Council hereby support the implementation of the partnership between the Housing Authority of Kansas City, the City, and the United States Department of Housing and Urban Development for the replacement and acquisition of the Heritage House.

 

Section 2. That the Mayor and Council support the recent application to HUD by the Housing Authority for Section 8 rental vouchers for the elderly and the upcoming application to HUD for the HOPE VI Grant for $5.8 million in funding for the replacement of Heritage House.

 

Section 3. That the Council hereby states its support for an amendment to the City's 1997 Consolidated Housing and Community Development Plan to give a high priority to the application and use of Low Income Housing Tax Credits for the development of up to 150 units of replacement and affordable housing, administered by the Missouri Housing Development Commission.

 

Section 4. That the Council further directs the City Manager to take all necessary actions in order to assure the acquisition of the Heritage House prior to 1998 and to assure the relocation of 79 elderly units in association with the HOPE VI Grant and this Resolution.

 

Section 5. That a copy of this Resolution be sent to Andrew Cuomo, Secretary of the U.S. Department of Housing and Urban Development, Senator Kit Bond, United States Senator, Governor Mel Carnahan, the Missouri Housing Development Commission, and the Receiver for the Housing Authority of Kansas City.
