Amending Sections 54-1, 54-2, 54-31, and 54-33, Code of Ordinances, dealing with pawnbrokers by requiring the electronic transfer of required information from pawnbrokers to a third party database, approved by the chief of police; adding incarceration as a potential punishment; amending the definition of person of good moral character; removing a requirement that sureties be residents of Kansas City; and requiring daily computer entries be made of persons leaving or selling goods.
