ORDINANCE
NO. 160286
Authorizing the Director of
Health to enter into contracts with area health centers, along with Children's
Mercy Hospital, and Truman Medical Center to provide primary health care
services for indigent residents in Kansas City, Missouri; and declaring this
ordinance as an emergency.
WHEREAS, this
ordinance authorizes contracts with various hospitals and health centers to
provide primary health care services for indigent residents; and
WHEREAS, this
ordinance should be declared an emergency measure within the provisions of
Section 503(a)(2) of the City Charter in that it relates to the immediate
preservation of the public health and is necessary to prevent a gap in services
and care; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
agreements between the City of Kansas City, Missouri, acting through its
Director of Health, and Kansas City CARE Clinic, Northland Health Care Access,
Samuel U. Rodgers Health Center and Samuel U. Rodgers Cabot Westside Clinic,
Swope Health Services, Children’s Mercy Hospital, and Truman Medical Center,
acting through their Executive Directors, whereby these agencies will provide
primary health care services for the City's indigent residents for the period
beginning May 1, 2016 through April 30, 2017, to be paid from funds previously
appropriated to the Health Levy accounts listed below, are hereby accepted and
approved. Copies of these agreements, in substantial form, are attached and
made a part hereof by reference.

Section 2. That
this ordinance is declared an emergency measure within the provisions of
Section 503(a)(2) of the City Charter in that it relates to the immediate
preservation of the public health, and shall take effect in accordance with
that section.

I hereby certify
that there is a balance, otherwise unencumbered, to the credit of the
appropriation to which the foregoing expenditure is to be charged, and a cash
balance, otherwise unencumbered, in the treasury, to the credit of the fund
from which payment is to be made, each sufficient to meet the obligation hereby
incurred.
