Appropriating $589,000.00 in the
HOME Investment Partnerships Program Fund from program income funds previously
collected; estimating revenue and appropriating funds in the amount of
$100,000.00 of Community Development Block Grant Funds; estimating revenue in
the amount of $121,499.98 in the Neighborhood Stabilization Program Fund;
appropriating funds in the amount of $182,203.54 in the Neighborhood
Stabilization Program Fund; authorizing the Director of Neighborhoods and
Housing Services to execute contracts with various entities for construction
and rehabilitation of housing and minor home repair; authorizing submission of
a Third Substantial Amendment to the 2017 Action Plan; authorizing submission
of an Amendment to the NSP1 & 3 Action Plans; and designating
requisitioning authority.
WHEREAS, on
February 2, 2017, through Resolution No. 170014, the Council approved the 2017
One-Year Action Plan; and
WHEREAS, Amendment One
to the 2017-2021 Consolidated Plan added two regional Affirmatively Furthering
Fair Housing Plan goals and reallocated funds from two public facility projects
that are not moving forward during the program year. The 2017 CDBG funding from
the cancelled projects was reprogrammed into the City Minor Home Repair Program
for emergency home and furnace repairs with the remaining amount being reserved
for future projects; and
WHEREAS, on May 24,
2018, through Ordinance No. 180348, the Council approved a Second Substantial
Amendment to the 2017 One-Year Action Plan to build a new homebuyer duplex
structure in the 3800 Block of Euclid Avenue; NOW, THEREFORE,
BE IT ORDAINED BY
THE COUNCIL OF KANSAS CITY:
Section 1. That
$589,000.00 is appropriated from the Unappropriated Fund Balance of the HOME
Investment Fund in the following account:
19-2940-575326-B-G57HOME17 Housing
Services $589,000.00
Section 2. That
the Director of Neighborhoods and Housing Services is authorized to expend up
to $589,000.00 for new construction and rehabilitation of housing for low to
moderate income families from funds appropriated in Account No.
19-2940-575326-619080-G57HOME17 and to execute the following contracts:

Section 3. That
revenue of $100,000.00 is estimated in the following account in the Community

revenue in the amount of $121,499.98 is estimated in the following account in
the Neighborhood Stabilization Fund:

$182,203.54 is appropriated from the Unappropriated Fund Balance in the
following accounts of the Neighborhood Stabilization Fund:

Section 7. That
the Director of Neighborhoods and Housing Services is authorized to enter into
a contract and expend up to $175,000.00 for affordable housing from funds
appropriated in the Neighborhood Stabilization Fund in Account No.
19-2510-555200-B-G55NSP3, Habitat for Humanities.
Section 8. That the Third
Substantial Amendment to the 2017 One Year Action Plan prepared pursuant to the
National Affordable Housing Act of 1990, as amended, a copy of which in
substantial form is attached hereto, is hereby approved.
Section 9. That a Substantial Amendment to the NSP1 & 3
Action Plans, a copy of which in substantial form
is attached hereto, is hereby approved.
Section 10. That the Mayor, on behalf of the City, is
authorized to execute and submit the aforesaid Third Substantial Amendment to
the 2017 One Year Action Plan and the Substantial Amendment to the NSP1 and 3
Action Plans to the U.S. Department of Housing and Urban Development.
Section 11. That the Director of Neighborhoods and
Housing Services is designated as requisitioning authority for 19-2510-555200.

appropriation to which the foregoing expenditure is to be charged, and a cash
balance, otherwise unencumbered, in the treasury, to the credit of the fund
