ORDINANCE NO. 110597

 

Authorizing the Director of Housing and Community Development to enter into contracts up to $2,192,000.0 with various organizations to provide public facility, housing and economic development services from Community Development Block Grant and HOME Investment Partnership Program funding approved in the 2011 One Year Action Plan.

 

WHEREAS, on March 3, 2011, through Committee Substitute for Resolution No. 110088, the Council approved the 2011 Consolidated One-Year Action Plan; and

 

WHEREAS, on June 30, 2011 the U.S. Department of Housing and Urban Development approved the City’s 2011 One-Year Action Plan; and

 

WHEREAS, execution of contracts will provide needed services as outlined in the 2011 One-Year Action Plan; and

 

WHEREAS, authorization is required from the City Council in order for the Director to enter into contracts; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Housing and Community Development is authorized to enter into and execute, on behalf of the City of Kansas City, contracts with the agencies identified and the amounts indicated in the following sections to provide various services. Copies of the contracts, in substantial form, are on file in the office of the Director of Housing and Community Development.

 

Section 2. That the Director of Housing and Community Development is authorized to expend up to $655,000.00, including contingencies, from funds appropriated to the Community Development Block Grant Fund Account No. 12-2600-555314-B-G55CDBG11 to satisfy the cost of the following public facilities contracts:

 

Rose Brooks Center $ 100,000.00

reStart, Inc. 125,000.00

Blue Hills Community Services 430,000.00

TOTAL $ 655,000.00

 

Section 3. That the Director of Housing and Community Development is authorized to expend up to $110,000.00, including contingencies, from funds appropriated to the Community Development Block Grant Fund Account No. 12-2600-555317-B-G55CDBG11 to satisfy the cost of the following housing development contracts:

 

Ivanhoe Neighborhood Council $ 110,000.00

Section 4. That the Director of Housing and Community Development is authorized to expend up to $88,000.00, including contingencies, from funds appropriated to the Community Development Block Grant Fund Account No. 12-2600-555310-B-G55CDBG11 to satisfy the cost of the following economic development contract:

 

Hispanic Economic Development Corp. $ 88,000.00

 

Section 5. That the Director of Housing and Community Development is authorized to expend up to $1,139,000.00, including contingencies, from funds appropriated to the Community Development Block Grant Fund Account No. 12-2600-555313-B-G55CDBG11 to satisfy the cost of the following housing rehabilitation contracts:

 

Northland Neighborhoods, Inc. $ 175,000.00

Blue Hills Community Services Corp. 264,000.00

Neighborhood Housing Services 280,000.00

Westside Housing Organization 250,000.00

Ivanhoe Neighborhood Council 170,000.00

TOTAL $1,139,000.00

 

Section 6. That the Director of Housing and Community Development is authorized to expend up to $200,000.00, including contingencies, from funds appropriated to the Home Investment Grant Fund Account No. 12-2940-555317-B-G55HOME11 to satisfy the cost of the following housing development contracts:

 

Northland Neighborhoods, Inc. $ 200,000.00

 

 

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
