RESOLUTION NO. 191018

 

Directing the Acting City Manager to develop a plan with short term options to address additional needs for housing Kansas City Police Department (“KCPD”) arrestees and detainees and City inmates and detainees and report back on January 16, 2020.

 

WHEREAS, Heartland Center For Behavioral Change and the City are terminating its contract with the City on December 31, 2019 that housed 110 KCPD arrestees and detainees and City inmates and detainees; and

 

WHEREAS, to make up for the shortfall, the City will now house KCPD arrestees and detainees in Vernon County and the City is contracting with Jackson County and the Sheriff to provide inmate and detainees beds for ninety days; and

 

WHEREAS, before Jackson County terminated its Agreement with the City, the City had 175 inmate and detainee beds and 100 KCPD arrestees and detainee beds; and

 

WHEREAS, the City has contracted with Vernon County for 70 beds, Johnson County, Missouri for 50 beds and the Jackson County Sheriff for 45 beds; and

 

WHEREAS, the loss of 110 beds has substantially impaired KCPD operations and the Municipal Court; and

WHEREAS, the loss has resulted in the inability to appropriately house arrestees and detainees and City inmates and detainees, intervene in acts of violence and disorder and provide protection of victims from crime and the community through that intervention; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Acting City Manager is directed to develop a plan with short term options to address additional needs for housing Kansas City Police Department arrestees and detainees and City inmates and detainees and report back on January 16, 2020.
