COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 090687

 

Establishing unified policies, framework and systems to address high school dropout rates, school truancy and curfew enforcement to improve the opportunities for young people in Kansas City, Missouri and directing the committee to report the comprehensive plan to the Mayor, City Council and City Manager in January 2010.

 

WHEREAS, there is no current framework or policy which coordinates the efforts of youth serving agencies, government entities and school districts to reduce crime, high school drop out rates or truancy; and

 

WHEREAS, the challenges with the current curfew and high school drop out rates lead to neighborhood issues, and problematic dysfunction; and

 

WHEREAS, the high school dropout rate in Kansas City area continues to increase (38%), and many students graduate undereducated due to non-rigorous academic standards, thus impacting workforce development, crime, and incarceration rates in the Kansas City community; and

 

WHEREAS, research indicates that truancy is a direct correlation to high school drop out rates and crime. The economic and social implications are staggering. Drop outs are more likely than college graduates to be unemployed, in poor health, living in poverty, on public assistance; and

 

WHEREAS, drop outs are twice as likely not to participate in community events and represent only three (3%) percent of actively engaged citizens in the United States; NOW, THEREFORE

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the following agencies, government entities and school districts have representation on a working committee: Jackson County- Family Court Division , Youth Court, Municipal Court, Kansas City Youth Advocacy Office, Kansas City Area Schools, Kansas City, Missouri Police Department, City Prosecutors Office and other agencies impacted by truancy, high school drop out and curfew violations.

 

Section 2. That the Youth Task Force establishes unified policies, framework and systems to address high school dropout rates, school truancy and curfew enforcement to improve the opportunities for young people in Kansas City, Missouri. The committee shall report the comprehensive plan to the Mayor, City Council and City Manager in January 2010.
