RESOLUTION NO. 170917

 

Directing the City Manager to pursue outsourcing for all animal control and shelter operations.

 

WHEREAS, KC Pet Project (KCPP) is a nonprofit corporation which has operated the City’s animal shelter for the last five years; and

 

WHEREAS, KCPP has greatly increased the number of animals adopted in the City, has raised donations, has improved the image of the City’s shelter, and has operated the shelter efficiently, and with many volunteers; and

 

WHEREAS, during the time that KCPP has operated the shelter, the animal control enforcement services have been performed by City employees; and

 

WHEREAS, our City employees have performed the difficult and thankless animal control jobs nobly, but the coordination between KCPP and the City workers has sometimes been difficult and created inefficiencies and resulted in less than optimal services being provided to the public; and

 

WHEREAS, the voters of this city have generously approved the funding for a new shelter, and those voters expect the City to use those tax dollars wisely; and

 

WHEREAS, outsourcing can be accomplished without involuntary layoffs of any existing staff, and in accordance with the collective bargaining agreement with Local 500; and

 

WHEREAS, the Council believes that consolidating the shelter and animal control operations will result in an improvement in the provision of these vital public services; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to pursue the outsourcing of all City animal control and shelter operations, working directly with the KC Pet Project, and to report back to the Council on his progress within ninety days of the adoption of this resolution.
