FOR RESOLUTION NO. 180722
Directing the City Manager to cause the performance of a
nexus study to evaluate the establishment of residential inclusionary zoning
requirements and to identify a source of funds for the study.
WHEREAS, in November, 2017, the City
Council passed unanimously Resolution No. 170825 that directed the City Manager
to provide information on the overall state of housing policy at the federal,
state and local levels; and
WHEREAS, Resolution No. 170825 also
directed the development of a report on the overall state of housing resources,
housing policy, programs and funding options for the City, including the role
of affordable housing in the development of the City; and
WHEREAS, the City’s establishment of inclusionary
zoning regulations could assist in increasing its supply of housing units with
a greater degree of affordability; and
WHEREAS; prior to any establishment of such regulations, the City should study
their benefits and impacts related to the development of the City’s overall
housing supply; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. To enhance access to affordable housing in all
neighborhoods of Kansas City, the City Council directs the City to develop an
inclusionary zoning policy, which will develop greater affordable and varied
housing density opportunities throughout the City.
Section 2. The City Manager is hereby directed to provide
within sixty (60) days of the effective date of this
Resolution policy guidance and a timeline in establishing a program that
requires inclusionary zoning in relation to all projects incentivized, funded
all or in part, or built in cooperation with the City, including but not
limited to areas having recently received significant infrastructure upgrades.
Section 3. The City Manager is further directed to identify
a source of funds for a nexus study, and any consultants or other experts to be
retained to assist the City in establishing its inclusionary zoning policy
shall not be retained until approval of their retention by City Council.
Section 4. The review to be conducted by the City Manager
shall involve inclusionary zoning characteristics, involving not only
affordability, but also considering variety in density requirements and
residential design standards in targeted areas.
