Recognizing and expressing appreciation to the Honorable Kay Barnes for her service as Mayor of Kansas City.


WHEREAS, Kay Barnes was elected as mayor in 1999, becoming the first woman to serve in that post; and was re-elected in 2003; and


WHEREAS, Mayor Barnes has left a lasting legacy in the revitalization of our downtown which will secure our Citys place as a world-class city and will lead to the growth of jobs, population and economic opportunities as a result of such projects as the Sprint Center, the Power & Light District, a remodeled convention center, and new downtown library, H&R Block world headquarters and performing arts center, and


WHEREAS, she led successful campaigns to improve fire, police and ambulance services, introduced ServiceFIRST to improve city services; appointed commissions on violent crime and traffic safety; and oversaw the doubling of the amount of tax dollars dedicated to infrastructure needs; under her leadership the City unveiled the 311 Call Center to provide citizens with one-stop access to City services, expanded public transportation through the KCATAs Bus Rapid Transit System, and expanded KCI and addressed the aging water and sewer infrastructure; and


WHEREAS, Mayor Barnes has worked to create jobs for all the citizens of our City; has encouraged cutting-edge biotechnology presence in the City, promoted global economic opportunities through cooperative agreements with cities in Canada and Mexico and broadened our Citys visibility as an international inland port; and


WHEREAS, Mayor Barnes promoted efforts that have led to the completion of more than 6,200 new or renovated housing units in greater downtown since 2000, appointed the Citizen Advisory Committee on Housing to develop a housing action plan and convened a Task Force on Unscrupulous Lending to counter predatory lending; NOW, THEREFORE,




That the Council hereby expresses its heartfelt gratitude, admiration and appreciation to Mayor Kay Barnes for the devotion, enthusiasm, concern, hard work, and dedicated service she has selflessly given to the citizens of Kansas City during her eight years in office; and


BE IT FURTHER RESOLVED, that this Resolution be spread upon the Minutes of the Council as testimony thereof and that a copy hereof be presented to Mayor Kay Barnes as a token of the high esteem and regard in which she is held.
