COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 970237

 

Determining compliance of Phase I of the Old Town Redevelopment Project and authorizing the Director of the Department of City Development to issue a Certificate of Full Compliance for Phase I to the Old Town Redevelopment Corporation.

 

WHEREAS, the City Council did on September 13, 1984, pass Ordinance No. 56936, approving the application and the development plan submitted by the Old Town Redevelopment Corporation; and

 

WHEREAS, the Redevelopment Project was amended by Ordinance No. 64067, passed May 18, 1989, and further amended by Ordinance No. 961242, passed November 14, 1996; and

 

WHEREAS, the Redevelopment Project proposed the rehabilitation of 17 buildings, the demolition of two buildings and the development of 371 private off-street parking spaces and 657 public off-street parking spaces; and

 

WHEREAS, the Old Town Redevelopment Corporation has requested a Certificate of Full Compliance for Phase I; and

 

WHEREAS, Herbert E. Duncan, a registered architect, has identified that the Redevelopment Project as completed consists of 18 rehabilitated buildings, consisting of 216,793 square feet of commercial/office space and 173 residential units, the demolition of one building, 407 private off-street parking spaces and 679 public off-street parking spaces; and

 

WHEREAS, on January 7, 1997, the City Plan Commission reviewed the Development Plan and determined that the construction proposed in the Development Plan for Phase I of the Old Town Redevelopment Project has occurred and has recommended that the City Council authorize the issuance of a Certificate of Full Compliance to Old Town Redevelopment Corporation; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Council finds and determines that Phase I of the Old Town Redevelopment Project has been completed and the construction is in compliance with the Development Plan.

 

Section B. That the Council hereby authorizes the Director of the Department of City Development to issue a Certificate of Full Compliance to Old Town Redevelopment Corporation pursuant to the terms and conditions of the Development Plan and Redevelopment Contract and pursuant to Section 74-17(d), Code of Ordinances of the City of Kansas City, Missouri, for Phase I.
