Estimating revenue and
appropriating funds in the HOME Investment Partnerships Program Fund in the
amount of $500,000.00; authorizing the Director of Neighborhoods and Housing
Services to enter into contracts, financing agreements, and loan documents up
to $500,000.00 from funds in the HOME Investment Partnerships Program Fund to
provide partial funding to support an affordable rental housing project;
estimating revenue and appropriating funds in the Community Development Block
Grant Fund in the amount of $130,000.00; and authorizing the Director of
Neighborhoods and Housing Services to enter into a contract for $280,000.00
from funds in the Community Development Block Grant Program Fund for a
microenterprise assistance public facility improvement.
WHEREAS, on
April 21, 2016, through Committee Substitute for Ordinance No. 160289, the
Council approved funding activities for the 2016 One-Year Action Plan which
included $130,000.00 of Community Development Block Grant (CDBG) funds for a
Hispanic Economic Development Corporation of Greater Kansas City public
facility project; and
WHEREAS, the
Hispanic Economic Development Corporation of Greater Kansas City is expanding
its economic development services through the construction of the Center for
Urban Enterprise, a microenterprise incubator and accelerator and CDBG funds
are necessary for the construction of the facility; and
WHEREAS, on
March 29, 2018, through Resolution No. 180025, the Council approved the 2018
One-Year Action Plan which included $500,000.00 of HOME Investment Partnerships
Program (HOME) funds for the Linwood Gardens housing development; and
WHEREAS, Linwood Gardens Apartments project was awarded 2017 federal 9%
low income housing tax credits for 32 units of affordable rental housing
through the Missouri Housing Development Commission and City HOME funds are
necessary in order for the project to move forward; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. Estimating revenue in the amount of $500,000.00 in the HOME
Investment Partnerships Program in the following account:
20-2940-570001-476050-G57HOME18 Grant
Revenues $500,000.00
Section 2. Appropriating funds from the Unappropriated Fund Balance to
the HOME Investment Partnerships Program to the following account:
20-2940-575326-B-G57HOME18 Housing
Services $500,000.00
Section 3. That the Director of Neighborhoods and Housing Services is
hereby authorized to expend up to $500,000.00 from funds appropriated to the
HOME Investment Partnerships Program in Account No. 2940-575326-B-G57HOME18 to
enter into a contract, financing agreements and loan documents with the
following business entity, copies of which, in substantial form, are on file in
the office of the Director of Neighborhoods and Housing Services and are
incorporated herein by reference:
Linwood Gardens, LP $500,000.00
Section 4.
Estimating revenue in the amount of $130,000.00 in the Community Development
Block Grant Fund in the following account:
20-2600-570001-477150-G57CDBG16 Grant Revenues $130,000.00
Section 5.
Appropriating funds from the Unappropriated Fund Balance of the Community
Development Block Grant Fund:
20-2600-575324-B-G57CDBG16 Public
Facilities $130,000.00
Section 6.
Authorizing the Director of Neighborhoods and Housing Services to enter into a
contract with Hispanic Economic Development Corporation of Greater Kansas City
for $280,000.00 for a microenterprise public facility improvement from funds
appropriated in the following accounts:
20-2600-575324-B-G57CDBG16 $130,000.00
20-2600-575324-B-G57CDBG18 $150,000.00

to which the foregoing expenditure is to be charged, and a cash balance,
