RESOLUTION NO. 990663

 

Reaffirming the Citys policy on public and low income housing and directing the City Manager to communicate the Citys policy to all agencies involved.

 

WHEREAS, the Council recognizes that providing safe and affordable housing for citizens of Kansas City is one of the Citys highest priorities; and

 

WHEREAS, it is critically important that public housing projects be developed in a manner that will benefit both the residents needing public housing and the neighborhoods of Kansas City; and

 

WHEREAS, Section 99.132.4, RSMo 1994, provides that when a housing authority acquires, purchases or constructs single-family or multiple-family units, all acquisitions, purchases or construction shall be scattered in such a manner that the additional units are divided proportionately among all the school districts located wholly or partially within the City; and

 

WHEREAS, the Council previously adopted Committee Substitute for Resolution No. 961391 which directed the City Manager to prepare a report on policy alternatives for public and low income housing; and

 

WHEREAS, the report entitled Policy Report on Recommendations for Public and Low Income Housing in Kansas City dated January 2, 1997, was presented to the Planning, Zoning and Economic Development Committee of the City Council; and

 

WHEREAS, the recommendations contained in the policy report are incorporated into the FOCUS Kansas City Plan and the Citys annual Consolidated Plan; and

 

WHEREAS, the policy recommendations include: planning for replacement housing units according to the geographic unit of Kansas Citys recognized 240 neighborhoods; siting replacement housing according to preferred and non-preferred areas, preferred areas are defined as including neighborhoods where a majority of households have incomes greater than 50% of the metropolitan median household income level, neighborhoods with the fewest housing needs, and locations along or near transportation corridors, economic centers, parks and playgrounds, schools, safe neighborhoods, day care centers, health care centers and job opportunities; implementing a replacement housing allocation plan in the preferred siting area with a goal of not more than 10 units per neighborhood with an emphasis on non-clustering of units; and establishing an overall goal of siting 220 public units in the preferred siting area; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Mayor and Council hereby reaffirm the recommendations contained in the Policy Report on Recommendations for Public and Low Income Housing in Kansas City as incorporated in the FOCUS Kansas City Plan and the Citys annual Consolidated Plan.

Section B. The Mayor and Council further direct the City Manager to communicate the Citys policy to all agencies, federal, state and city, responsible for locating and constructing public and low income housing in Kansas City and to request that those agencies cooperate with the City to follow the Citys policy.
