ORDINANCE NO. 080856
Repealing section 2-52, code of
ordinances, entitled Fiscal year and budget process and enacting a new
section 2-52 entitled Budget process to retain the current fiscal year and
budget process rather than change at this time to a calendar year fiscal year;
and directing the City Manager to provide the Council with options for the
appropriate funding of capital projects to eliminate time between project
selection and construction.
WHEREAS, section 801
of the City Charter establishes the Citys fiscal year as May 1 through April
30 unless the City Council changes the designation of the fiscal year; and
WHEREAS, Committee
Substitute for Ordinance No. 071195, passed November 20, 2007, established a
transitional fiscal year of May 1, 2010 through December 31, 2010, and
thereafter fiscal years commencing January 1 and ending December 31; and
WHEREAS, since
passage of that ordinance economic conditions have impacted the previous
expectations of a reasonable and prudent transition; and
WHEREAS, the
City Charter provides important dates for processing the budget that need not
be modified if the fiscal year remains as commencing May 1; and
WHEREAS, one
benefit of a calendar year fiscal year was the availability of funds for
capital projects in the same fiscal year a project could start which in turn
was expected to lessen the time between project selection and the commencement
of construction; and
WHEREAS, it is
still the Councils desire to find financially prudent methods short of
changing the fiscal year to realize the time savings, and consequently
financial savings, of reducing the time between project selection and the
commencement of construction; NOW, THEREFORE
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
section 2-52, code of ordinances is repealed, and a new section 2-52, code of
ordinances is enacted to read as follows:
Section 2.52. Budget
Process.
The Council will
meet on or before November 15 of each year and on or before December 15 of each
year, to consider funding priorities for the next year's budget.
Section 2. That the
City Manager is directed to report to the Mayor and City Council within 45 days
of the effective date of this ordinance multiple options for achieving the goal
of reducing the time between capital project selection and commencement of
construction while retaining the current May 1 April 30 fiscal year.
