Adopting the Citys Climate
Protection Plan Steering Committees Climate Protection Plan and
incorporating its findings and recommendations into City policy and operations.
WHEREAS, the City
Council on August 16, 2006, adopted a resolution directing the City Manager to
undertake a climate protection planning process for Kansas City; and
WHEREAS, an
eleven-member Steering Committee of community leaders was appointed to oversee
the planning process and work with City administration to develop a climate
protection plan; and
WHEREAS, the Climate
Protection Steering Committee submitted a Progress Report on Climate
Protection and Phase 1 Recommendations that was unanimously approved by the
Mayor and City Council on April 12, 2007; and
WHEREAS, the Climate
Protection Steering Committee has prepared a Climate Protection Plan that
will simultaneously reduce greenhouse gas emissions and achieve other high
priority goals for the City, such as reducing stormwater runoff and improving
stream water quality; and
WHEREAS, the Climate
Protection Plan Steering Committee has now submitted the complete plan, which
includes both the recommendations from the Phase 1 planning effort and
additional recommendations developed in Phase 2 of the planning effort; NOW THEREFORE,
BE IT RESOLVED BY THE
COUNCIL OF KANSAS CITY:
Section 1. The City
adopts the Climate Protection Plan developed by the Citys Climate Protection
Plan Steering Committee and the six work groups that provided recommendations
regarding specific greenhouse gas reduction measures.
Section 2. The
City adopts a policy that climate protection and greenhouse gas reduction
should be key factors in all decisions and actions by the City.
Section 3. The City
will strive to reduce greenhouse gas emissions from City government operations
by 30% below year 2000 levels by the year 2020 and to reduce community-wide
emissions in Kansas City, Missouri by 30% below year 2000 levels by 2020.
Section 4. The
Citys aspirational goal shall be to reduce community-wide greenhouse gas
emissions by 80% below year 2000 levels by 2050 and focus our long-term outlook
on being a climate-neutral Kansas City.
Section 5.
Greenhouse gas reduction measures in the Climate Protection Plan are adopted
as a statement of intent and strategy to achieve the stated greenhouse gas
reduction goals, while providing the City administration with flexibility to
implement them in a timely and workable manner.
Section 6. The
Citys Climate Protection Steering Committee will continue to serve as an
ongoing oversight entity for implementation of the plan.
