COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 171005

 

Authorizing the City Manager to execute an Airport Agreement with the United States Soccer Federation for use of Kansas City International Airport (“KCI”) facilities and ancillary services for the 2026 FIFA World Cup; stating the Council's intent to provide funding for certain City airport related services in connection with the 2026 FIFA World Cup; and directing the City Manager to include funding for required City services in the 2025-26 and 2026-27 annual budgets.

WHEREAS, the United States, Canada, and Mexico are presenting a united bid to host the 2026 FIFA World Cup; and 

WHEREAS, the 2026 FIFA World Cup will be the first time the tournament is expanded to 48 nations and will require world-class facilities and infrastructure to ensure the “largest, most compelling FIFA World Cup in history;” and  

WHEREAS, there are currently 32 potential host cities across the United States, Canada, and Mexico being considered for this once-in-a-generation opportunity to serve as official host cities; and  

WHEREAS, Kansas City, Missouri is one of 25 cities in the United States being considered to be a part of the bidding strategy and become one of the approximately 12 or so cities in North America that will be hosting the biggest sporting event in the world; and  

WHEREAS, the official Host City selection process is highly competitive and takes into account various factors such as city profile, airport, stadiums, training facilities, local transportation, hotels, and other infrastructure; and  

WHEREAS, in order to be selected as a Host City, in addition to the Host City Agreement, the City is required to submit an irrevocable offer to the United States Soccer Federation memorialized in an Airport Agreement for KCI to be used in connection to the 2026 FIFA World Cup; and  

WHEREAS, hosting games for the 2026 FIFA World Cup and the related activities will result in a world-wide focus upon Kansas City, including the broadcast of the games to a world-wide television audience estimated at approximately 900 million viewers; and

 

WHEREAS, the Council believes that the financial and other benefits to be obtained by the City greatly exceed the anticipated costs of providing services at KCI for the 2026 FIFA World Cup and related events; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby authorized to execute an Airport Agreement with the United States Soccer Federation for use of KCI and ancillary services for the 2026 FIFA World Cup and related events. The City Manager is authorized to modify the agreement to meet any Federal Aviation Administration requirements. A copy of the Airport Agreement is on file in the City Manager’s office. 

Section 2. That the Council hereby expresses its intent to provide the necessary funds to provide services at KCI to support the 2026 FIFA World Cup games that will be played in Kansas City and all related events and activities.

 

Section 3. That the Council hereby directs the City Manager to include, in the submitted budget for fiscal years 2025-26 and 2026-27, the necessary funding to provide services at KCI and all other related contractual obligations contained in the Airport Agreement to support the 2026 FIFA World Cup games that will be played in Kansas City and all related events and activities.
