RESOLUTION NO. 990582

 

Approving an amendment to the Blue Parkway Development Project Plan by amending the Proposed Land Use Plan and Map for an area generally located between Brush Creek Boulevard and Blue Parkway, Kensington Avenue and Elmwood Avenue, to recommend retail/office uses instead of mixed uses (planned office/retail/residential).

 

WHEREAS, the Blue Parkway Development Project Plan was approved by the City Council by Committee Substitute for Resolution No. 920132, adopted March 26, 1992, as a guide for future development and redevelopment of the area generally bounded by Brush Creek Boulevard and Van Brunt Boulevard on the north, 51st Street on the south, Indiana Avenue on the west and Brighton Avenue on the east; and

 

WHEREAS, the Blue Parkway Development Project Plan was amended on June 30, 1994, by the City Council through the adoption of Resolution No. 940645; and

 

WHEREAS, after further review by the City Development Department, it has been deemed appropriate to amend the Blue Parkway Development Project Plan as it affects that area generally located between Brush Creek Boulevard and Blue Parkway, Kensington Avenue and Elmwood Avenue, by modifying the Proposed Land Use Plan and Map for such area from mixed uses (planned office/retail/residential) to retail/office uses; and

 

WHEREAS, public notice of a hearing before the City Plan Commission was published on December 21, 1998; and

 

WHEREAS, the City Plan Commission considered such amendment to the Proposed Land Use Plan and Map on January 5, 1999; and

 

WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did on January 5, 1999, recommend approval of the proposed amendment to the Blue Parkway Development Project Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the second amendment to the Blue Parkway Development Project Plan is hereby approved as to the Proposed Land Use Plan and Map for that area generally located between Brush Creek Boulevard and Blue Parkway, Kensington Avenue and Elmwood Avenue, by modifying the recommended land uses for the area from mixed uses (planned office/retail/residential) to retail/office uses. A copy of the second amendment to the Land Use Plan and Map of the Blue Parkway Development Project Plan is attached hereto as Exhibit A and incorporated herein by reference.

 

Section B. That the Blue Parkway Development Project Plan and this amendment is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.


Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices and hearings required by the law have been given and had.
