ORDINANCE NO. 961307

 

Amending Chapter 2, Administrative Code, Code of Ordinances, Article VIII, entitled "Officers and Employees" by repealing Sections 2-977, 2-978, 2-979, 2-980 and 2-981 and enacting in lieu thereof five new sections of same number and subject matter, and one new section, Section 2-982, which creates an employees' award and recognition program and restructures the employees' suggestion program.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Chapter 2, Administrative Code, Code of Ordinances, Article VIII, entitled "Officers and Employees" is hereby amended by repealing Sections 2-977, 2-978, 2-979, 2-980 and 2-981, and in lieu thereof the following sections are hereby enacted:

 

Sec. 2-977. Employees' Award and Recognition Program-Creation; purpose.

 

There is hereby created an employees' award and recognition program, the purpose of which shall be to foster desired outcomes of the organization, encourage creativity, energize employees, deliver City services in a better, more cost effective fashion, and allow employees to share in the fruits of their suggestions.

 

Sec. 2-978. Same-Administrative board.

 

(a) Creation; membership. The employees' award and recognition program shall be administered by an employees' award and recognition board, which shall consist of eight members, comprising an equal number of management-level and non-management city employees appointed by the city manager. The board shall elect an individual to serve as chairperson.

 

(b) Compensation of members. No member of the board shall receive any compensation on account of membership on the board.

 

(c) Meetings. The board shall meet as often as necessary.

 

(d) Powers. The board shall have the power to formulate policies, procedures and rules necessary for the administration of the employees' award and recognition program.

 

Sec. 2-979. Same-eligible employees.

 

All employees of the city shall be eligible to participate in the employees' award and recognition program except members of the board, seasonal, and contractual employees. Sec. 2-980. Employees' suggestion program.

 

(a) There is hereby created an employees' suggestion program, the purpose of which shall be to encourage and reward employees for offering suggestions intended to increase efficiency or production, to improve service to the public, to reduce operating costs, to increase receipts, to improve working conditions, to reduce accidents, or to generally improve operations in the various departments of the city.

 

(b) The employees' suggestion program will be administered by the employees' award and recognition board.

 

(c) All employees of the city shall be eligible to participate in the employees' suggestion program except for members of the board.

 

(d) Submission.

 

(1) Eligibility of suggestions. An employee may make and be awarded for any

number of suggestions, and such suggestions may be either new or original

ideas or involve the new application of an old idea.

 

(2) Submission of suggestions. Suggestions must be submitted in such number

of copies and on such forms as are prescribed by the employees' award and

recognition board. They may be mailed or delivered in person to the

chairperson of the employees' award and recognition board. Suggestions may

also be deposited in any one of the employee suggestion boxes to be placed

in the various departments of the city as prescribed by the board.

 

(3) Required statement. Any employee submitting a suggestion must sign his full

name to the following statement, which shall be a part of any suggestion form

approved by the board:

 

"I hereby grant unto the City of Kansas City or any department thereof an exclusive

and irrevocable right to use this suggestion or any modification thereof, whether or

not I receive an award therefor, and I hereby agree that such use by the City or any

of its departments shall not give rise to any claim of any nature whatsoever against

the City of Kansas City or any of its departments, on the part of myself, my heirs, or

my assigns."'

 

(4) Time limit for action by employees' award and recognition board. A

suggestion not acted upon by the employees' award and recognition board

within two calendar years from the date it was submitted by an employee

shall be null and void; however, the same suggestion may be submitted again

in its original form.

 

(e) Evaluation. The board shall develop a methodology for consistently determining and measuring the cost savings and/or improvements in customer satisfaction caused by each suggestion.

 

Sec. 2-981. Awards.

 

The employees' award and recognition board is hereby authorized and empowered to grant awards to employees who meet criteria as established by the board.

 

The board may make awards as follows:

 

(1) Certificate. The board may award a proper certificate, of a form to be prescribed by the board, which certificate shall be signed by the mayor and city manager.

 

(2) Non-monetary awards. The board has the authority to grant non-monetary awards to employees who meet the purpose of the employees' award and recognition

program as outlined in Sec. 2-977 or the employees' suggestion program as outlined

in Sec. 2-980.

 

(3) Monetary awards.

 

(a) The board shall award a sum not to exceed $1,000.00.

 

(b) The board annually will make a full report to the finance and administration

committee of the city council summarizing all monetary awards made to

employees.

 

Sec. 2-982. Departmental programs.

 

Any departmental award and recognition or suggestion program:

 

(1) must conform to rules and regulations of corresponding city-wide program.

 

(2) must provide a biannual report to employees' award and recognition board. These reports will be included in the employees' award and recognition board's annual

report as provided in Section 2-981(b)(2)(c).

 

(3) must be approved in writing by the city manager.

 

(4) may be abolished at any time by the city manager with all pending matters transferred to employees' award and recognition board.
