ORDINANCE NO. 060043

 

Approving a General Development Plan for the Guinotte Redevelopment Planning Area for an area of approximately 8.14 acres generally located at the northeast, southeast, and southwest corners of Guinotte Avenue and Lydia Avenue; declaring the area included in such plan to be a blighted, unsanitary or unsafe, constitute both an economic and social liability and create a menace to public health, safety and welfare; and approving tax exemption benefits for the area. (641-S)

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

WHEREAS, the Planned Industrial Expansion Authority of Kansas City, Missouri did prepare or cause to be prepared a General Development Plan for the Guinotte Redevelopment Planning Area and recommended that the Council approve the finding of blight and approve the General Development Plan for the area; and

 

WHEREAS, the City Plan Commission has reviewed and recommended approval of the finding of blight and of the General Development Plan for the Guinotte Redevelopment Planning Area on December 20, 2005, and has found said plan to be in conformance with the general plan for the development of the community as a whole; and

 

WHEREAS, Section 100.400, RSMo, authorizes the Council to approve a general development plan and a designation of blight if the Council finds that the plan is feasible and in conformity with the general plan for the development of the community as a whole; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council declares the area of approximately 8.14 acres generally located at the northeast, southeast, and southwest corners of Guinotte Avenue and Lydia Avenue, and more specifically described as follows:

 

Tax Parcel No. 12-720-09-01-0-00-000 (1546 Guinotte Avenue):

The East 32 feet of Lot 16 and all of Lots 17, 18, 19, 20, 21, 22, and 23, Block 8, GUINOTTES ADDITION, a subdivision in Kansas City, Jackson County, Missouri, except that part taken for right-of-way.

Tax Parcel No. 12-720-09-03-0-00-000 (1400 Guinotte Avenue):

Lots 13, 14, 15, 16, 17, 18, 19, 20, 21, and 22, Block 6, also vacated Lexington Avenue East of and adjoining said Lot 22, and West of and adjoining Lot 14, Block 8, GUINOTTES ADDITION, a subdivision in Kansas City, Jackson County, Missouri.

Also all of Lots 14 and 15, and part of Lot 16, Block 8, GUINOTTES ADDITION, a subdivision in Kansas City, Jackson County, Missouri.

Tax Parcel No. 12-720-13-06-0-00-000 (Guinotte Avenue):

Lots 30 and 31, Block 4, GUINOTTES ADDITION, a subdivision in Kansas City, Jackson County, Missouri, and the East of the vacant alley adjoining said lots.

Tax Parcel No. 12-720-13-07-0-00-000 (1325 Guinotte Avenue):

All of Lots 1, 2, 3, 4, 5, 6, 7, 8, 20, 21, 22, 23, 24, 25, 26, and 27, Block 2, and all of Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 22, 23, 24, 25, 26, 27, 28, and 29, Block 4, all in GUINOTTES ADDITION, a subdivision in Kansas City, Jackson County, Missouri, and the vacant alleys and vacant Tracy Avenue and except the part in streets.

Tax Parcel No. 12-720-14-01-0-00-000 (1401 Guinotte Avenue):

All of Block 6, GUINOTTES ADDITION, a subdivision in Kansas City, Jackson County, Missouri, lying South of Lydia Avenue viaduct and all of vacant alley in Block 6, except that part in the right-of-way.

Tax Parcel No. 12-720-15-05-0-00-000 (1505 Guinott Avenue):

Beginning 285 feet Southwest of the Northwest corner of Highland and 1st Street, thence North 295 feet, thence West 540 feet, thence Southwest 65 feet, thence South 275 feet, thence Northeasterly 353 feet, thence South 5 feet, thence Northeasterly 255 feet, thence North 5 feet, thence East 30 feet to the point of beginning.

to be a blighted, unsanitary or undeveloped industrial area in need as defined by Section 100.310, RSMo, which constitutes an economic or social liability or a serious and growing menace, which is injurious to the public health, safety, morals, economy and welfare of the residents of Kansas City, and finds that the elimination or prevention of the detrimental conditions in such area by the development of such area is necessary and in the interest of the public health, safety, morals, economy and welfare of such residents.

 

Section 2. That the General Development Plan for the Guinotte Redevelopment Planning Area being that area of approximately 8.14 acres generally located at the northeast, southeast, and southwest corners of Guinotte Avenue and Lydia Avenue, is hereby approved. A copy of said plan is attached hereto and incorporated herein by reference.

Section 3. That the Council has duly made the findings necessary for compliance with Section 100.300-100.620, RSMo.

 

Section 4. That said General Development Plan is hereby found to be feasible and in conformance with the general plan for the development of the community as a whole.

 

Section 5. That the ad valorem tax exemption benefits as authorized in Section 100.570, RSMo, may be hereby extended to the plan area to the extent and in the manner as provided for in said General Development Plan, upon the execution of an industrial development contract with the Planned Industrial Expansion Authority of Kansas City, Missouri.
