COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 200527

 

Authorizing the Director of Human Relations Department to execute a Limited Term Contract (LTC) in the amount of $51,000.00 for a DBE Coordinator.

WHEREAS, Committee Substitute for Ordinance No. 200399 requires the City Council to approve all Limited Term Contracts; and

 

WHEREAS, the Position Review Committee reviewed and recommended approval of this DBE Coordinator Limited Term Contract on June 30, 2020; and

 

WHEREAS, the DBE Coordinator is responsible for the following: (1) gathering and reporting statistical data and other information as required by the Department of Transportation Federal Transit Authority (FTA), (2) reviewing third party contracts and purchasing requisitions for program compliance, (3) working with other departments to establish overall annual goals, (4) ensuring that bid notices and request for proposals are available for DBE's to review in a timely manner, (5) identifying contracts and procurement opportunities so that DBE goals are included in solicitations (both race neutral methods and contract specific goal attainment) plus identify ways to improve the process, (6) participating in pre-bid meetings, (7) advising the HRD Director and the City Manager and/or governing body on DBE matters and achievements, and (8) chairing the DBE Advisory Committee; and

 

WHEREAS, the need for a DBE Coordinator is critical because as a recipient of FTA funding, Kansas City, Missouri submitted assurance to FTA that the City would maintain a DBE program currently administered by HRD and that the City would maintain a DBE Coordinator to carry out the goals and objectives as describes in our program. Failure to have a DBE Coordinator as stated in our DBE program guidelines would lead to a loss in FTA funding and place the entire Kansas City Streetcar expansion project in jeopardy; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Human Relations Department is authorized to execute a Limited Term Contract for a DBE Coordinator in the amount of $51,000.00 from funds previously appropriated in Account No. 21-1000-542115-A.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
