RESOLUTION NO. 130984

Directing the City Manager to evaluate and report back regarding the Human Rights Campaign’s Municipal Equality Index.

WHEREAS, the Municipal Equality Index that is sponsored by the Human Rights Campaign examines the laws, policies, and services of municipalities and rates them on the basis of their inclusivity of LGBT people who live and work there; and

 

WHEREAS, the MEI is the only nationwide rating system of LGBT inclusion for municipalities, rating a total of 291 cities from every state in the nation; and

 

WHEREAS, Kansas City scored 85 and 100 points out of a 100 point scale on the 2012 and 2013 surveys, respectively; and

WHEREAS, while the Council recognizes an increase in scoring indicates progress, the City strives to continue evaluating where improvements can be made for the equality of our LGBT citizens and employees; NOW, THEREFORE, 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Mayor and Council hereby express their support for the Human Rights Campaign’s important work and express their commitment to the active participation and progress in creating a welcoming and inclusive workplace.

 

Section 2. That the City Manager is directed to assess and report back within 90 days on the issues surrounding, and feasibility of enacting, the following MEI criteria:

 

a.       Equivalent family leave;

 

b.      Grossing up of employee benefits;

 

c.       Transgender-inclusive healthcare benefits; and

 

d.      An enforcement mechanism in Human Rights Commission.

 

Section 3. That the City Manager is directed to document and report back within 90 days on what is currently being accomplished in the following criteria areas:

 

a.       City providing services to LGBT youth, homeless, elderly and people living with HIV/AIDS; and

 

b.      Contracting practices that promote equality.
