RESOLUTION NO. 971679

 

Approving an amendment to the Beacon Hill/Longfellow Area Plan, being that part of Kansas City bounded by the Kansas City Terminal railway tracks on the north, Troost Avenue on the east, 31st Street on the south and Southwest Trafficway on the west, modifying the Land Use Plan and Map for an area generally located between Main Street and Gillham Road, from Union Cemetery to 31st Street, within said Plan.

 

WHEREAS, by Resolution No. 46714, adopted July 15, 1976, the City adopted the Beacon Hill/Longfellow Area Plan as a guide for development and redevelopment of that area generally bounded by the Kansas City railway tracks on the north, Troost Avenue on the east, 31st Street on the south and Southwest Trafficway on the west; and

 

WHEREAS, the Beacon Hill/Longfellow Area Plan was amended on January 11, 1996, through the adoption of Resolution No. 951661 and was further amended on August 14, 1997, through the adoption of Resolution No. 970897; and

 

WHEREAS, the City Development Department has considered the propriety of amending the Land Use Plan and Map for an area generally located between Main Street and Gillham Road, from Union Cemetery to 31st Street, within the Beacon Hill/Longfellow Area Plan due to changed circumstances and conditions; and

 

WHEREAS, public notice of a hearing before the City Plan Commission was published on November 17, 1997, for the purpose of considering an amendment to the Beacon Hill/Longfellow Area Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the third amendment to the Beacon Hill/Longfellow Area Plan is hereby approved for the purpose of modifying the Land Use Plan and Map for an area generally located between Main Street and Gillham Road, from Union Cemetery to 31st Street, within said Plan by changing the recommended land use designations as follows:

 

a. Three areas generally located at the southwest corner of 30th Street and Walnut Street, on the north side of 31st Street, between DeGroff Street and Oak Street, and at the northeast corner of Main Street and 30th Street -- the recommended land use designation will change from medium density residential uses to retail commercial uses;

 

b. An area generally located at 3027 Walnut Street -- the land use designation will change from medium density residential uses to public/semi-public uses;

 

c. An area generally located on both sides of 30th Street, between Walnut Street and Oak Street, -- the land use designation will change from medium density residential uses to mixed-use residential uses;

d. Four areas generally located at the northwest corner of McGee Street and 31st Street, at the southwest corner of Walnut Street and 29th Street, at the southwest corner of 29th Street and McGee Trafficway and on the west side of McGee Trafficway, between 29th Street and 30th Street -- the land use designation will change from retail commercial uses to mixed-use residential uses; and

 

e. Four areas generally located on both sides of 29th Street, between Walnut Street and Grand Avenue, on the east side of Grand Avenue, between 29th Street and 30th Street, at the southwest corner of 29th Street and Oak Street and on the west side of Oak Street, between 29th Street and 30th Street -- the land use designation will change from light industrial uses to mixed-use residential uses;

 

all as identified on the amended Land Use Plan and Map which is attached hereto as Exhibit A and made a part hereof.

 

Section B. That before taking any action on the proposed amendment hereinabove, the Council finds and declares that all public notices and hearings required by law have been given and had.
