COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 130030

 

Authorizing the Director of Public Works to enter into a Cooperative Agreement with the Kansas City Area Transportation Authority for the use of federal and other local funds for the Downtown Streetcar Transit System project; authorizing the expenditure of up to $160,000.00; and recognizing an emergency.

 

WHEREAS, the City is implementing a Downtown Streetcar Transit System Project between the River Market, Downtown Central Business District, Crossroads and Union Station, (“Project”); and

 

WHEREAS, the City has secured through the Mid-America Regional Council and the Missouri Department of Transportation Federal Surface Transportation Program (STP) and Federal Congestion Mitigation and Air Quality (CMAQ) Program funds to acquire streetcars and construct streetcar stations for the Project; and

 

WHEREAS, the STP and CMAQ funds secured for the Project will be transferred at the federal level to the Federal Transit Administration (FTA) for administration in a grant or grants; and

 

WHEREAS, the City and KCATA intend to cooperate to successfully implement the Project; and

 

WHEREAS, the City intends to be the grant recipient of the STP and CMAQ from FTA; and

 

WHEREAS, in order to facilitate Project implementation, the City desires that KCATA provide technical assistance for the FTA grant(s) for the STP and CMAQ funds approved for the project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of the Public Works Department is hereby authorized to execute, on behalf of the City, a Cooperative Agreement with the Kansas City Area Transportation Authority for Federal Transit Administration grants for Project No. 89022000 – Downtown Streetcar Transit System. A copy of the Cooperative Agreement is on file in the Office of the Director of Public Works

 

Section 2. That the Director of the Public Works Department is authorized to expend the sum of $160,000 from funds previously appropriated to Account No. 13-3090-898044-B 89022000.

 


 

Section 3. That this ordinance, relating to the design, repair, maintenance or construction of a public improvement, is recognized as an emergency measure within the provisions of Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
