RESOLUTION NO. 020913
Approving
an amendment to the Santa Fe Area Plan by amending the Proposed Land Use Plan
and Map for the area generally located in the southern one-half of the block
bounded by 29th Street on the north, 30th Street on the south, Forest Avenue on
the east and Troost Avenue on the west, by changing the recommended land uses
for the area from light industrial to mixed use (residential/commercial);
for the area generally located on the east side of Troost Avenue between 30th
Street on the north and 31st Street on the south, by changing the recommended
land uses for the area from retail commercial to mixed use
(residential/commercial); for the area generally located on the west side of
Forest Avenue between 30th Street on the north and 31st Street on the south, by
changing the recommended land uses for the area from medium density residential
9-28 units per acre to mixed use (residential/commercial); and for the area
generally located on the east side of Forest Avenue between 29th Street on the
north and 31st Street on the south, by changing the recommended land uses for
the area from medial density residential 9-28 units per acre to mixed use
(residential/commercial). (214-S-4)
WHEREAS,
by Resolution No. 47288, adopted January 14, 1977, the City adopted the Santa
Fe Area Plan as a guide for the development and redevelopment of that area
generally bounded on the west by Troost Avenue, on the north by 23rd Street, on
the east by I-70 and Topping Avenue and on the south by 31st Street; and
WHEREAS,
said Santa Fe Area Plan was amended on October 15, 1987, through the adoption of
Resolution No. 61470, was amended on October 15, 1987, through the adoption of
Resolution No. 64818, was amended on September 1, 1994, through the adoption of
Resolution No. 940972; and was further amended on May 23, 2002, through the
adoption of Resolution No. 020441; and
WHEREAS,
after further review by the City Development Department it has been deemed
appropriate to amend the Santa Fe Area Plan as it affects that area of land
generally located in the southern one-half of the block bounded by 29th Street
on the north, 30th Street on the south, Forest Avenue on the east and Troost
Avenue on the west, by changing the recommended land uses for the area from
light industrial to mixed use (residential/commercial); for the area
generally located on the east side of Troost Avenue between 30th Street on the
north and 31st Street on the south, by changing the recommended land uses for
the area from retail commercial to mixed use (residential/commercial); for
the area generally located on the west side of Forest Avenue between 30th
Street on the north and 31st Street on the south, by changing the recommended
land uses for the area from medium density residential 9-28 units per acre to
mixed use (residential/commercial); and for the area generally located on the
east side of Forest Avenue between 29th Street on the north and 31st Street on
the south, by changing the recommended land uses for the area from medium
density residential 9-28 units per acre to mixed use
(residential/commercial); and
WHEREAS,
public notice of a hearing before the City Plan Commission was published on
July 1, 2002; and
WHEREAS,
the City Plan Commission considered such amendment to the Proposed Land Use
Plan and Map on July 16, 2002; and
WHEREAS,
after all interested persons were given an opportunity to present testimony,
the City Plan Commission did on July 16, 2002, recommend approval of the
proposed amendment to the Santa Fe Area Plan; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section
A. That the amendment to the Santa Fe Area Plan is hereby approved as to the
Proposed Land Use Plan and Map for that area of land generally located in the
southern one-half of the block bounded by 29th Street on the north, 30th Street
on the south, Forest Avenue on the east and Troost Avenue on the west, by
changing the recommended land uses for the area from light industrial to
mixed use (residential/commercial); for the area generally located on the
east side of Troost Avenue between 30th Street on the north and 31st Street on
the south, by changing the recommended land uses for the area from retail
commercial to mixed use (residential/commercial); for the area generally
located on the west side of Forest Avenue between 30th Street on the north and
31st Street on the south, by changing the recommended land uses for the area
from medium density residential 9-28 units per acre to mixed use
(residential/commercial); and for the area generally located on the east side
of Forest Avenue between 29th Street on the north and 31st Street on the south,
by changing the recommended land uses for the area from medium density
residential 9-28 units per acre to mixed use (residential/commercial). A
copy of the amendment to the Land Use Plan and Map of the Santa Fe Area Plan is
attached hereto as Exhibit Aand incorporated herein by reference.
Section
B. That the amendment to the Santa Fe Area Plan is consistent and complies
with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee
Substitute for Resolution No. 971268, and is adopted as a supplement to the
FOCUS Kansas City Plan.
Section
C. That the Council finds and declares that before taking any action on the
proposed amendment hereinabove, all public notices and hearings required by law
have been given and had.
