COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 971262

 

Directing the City Manager to develop a cafeteria plan, including dependent care and medical expenses, for city employees and to estimate the costs of administering this program.

 

WHEREAS, the Internal Revenue Code allows an employer to develop a written plan for the exclusive benefit of its employees to provide such employees with a cafeteria plan of benefits including dependent care reimbursement accounts and medical reimbursement accounts; and

 

WHEREAS, this plan would substantially reduce the dependent care expenses of qualifying city employees as employees could pay for up to $5,000.00 of dependent care expenses with pre-tax dollars; and

 

WHEREAS, this plan would also assist employees in paying for medical expenses not covered by their health insurance with pre-tax dollars; and

 

WHEREAS, it is incumbent upon the City to develop a plan incorporating this significant employee benefit and to estimate the costs of administering such a plan; and

 

WHEREAS, the City is committed, whenever possible, to providing family-friendly policies and benefits to our employees; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to develop a cafeteria plan, to estimate the costs of administering this program, and to report back to the Council within 60 days of the passage of this resolution. Said report shall incorporate a summary from the Mayor's Child Care Task Force.
