ORDINANCE NO. [R-2012-01182]

 

Establishing the 2012A Sanitary Sewer Revenue Bond Fund; estimating revenues in the amount of $88,256,870.00 in Fund 8186, the 2012A Sanitary Sewer Revenue Bond Fund and appropriating the same from the sale of Sanitary Sewer System Improvement and Refunding Revenue Bonds, Series 2012A, transferring $230,000.00 from Fund 8110, the Sewer Fund, to Fund 8186; transferring $895,249.00 from Fund 8179, the Sewer Revenue Bonds, Series 2004A Fund to Fund 8186; designating requisitioning authority; and authorizing the Director of Finance to close project accounts upon project completion.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That Fund No. 8186, 2012A Sanitary Sewer Revenue Bond Fund, is hereby established in the records of the City of Kansas City, Missouri.

Section 2. That the sum of $230,000.00 is hereby appropriated from the Unappropriated Fund Balance of Fund No. 8110, Sewer Fund to the following account:

 

13-8110-129998-908186 Transfer to 2012A Sanitary Sewer

Revenue Bond Fund $ 230,000.00

 

Section 3. That the sum of $895,249.00 is hereby appropriated from the Unappropriated Fund Balance of Fund No. 8179, Sewer Revenue Bonds, Series 2004A Fund to the following account:

 

AL-8179-129998-908186 Transfer to 2012A Sanitary Sewer

Revenue Bond Fund $ 895,249.00

 

Section 4. That the revenue in the following accounts of Fund 8186, 2012A Sanitary Sewer Revenue Bond Fund is hereby estimated in the following amounts:

 

AL-8186-120000-590000 Proceeds from Sale of Bonds $78,650,000.00

AL-8186-120000-485100 Premium on Bonds 8,481,621.00

AL-8186-120000-508110 Transfer from Sewer Fund 230,000.00

AL-8186-120000-508179 Transfer from Sewer Revenue Bonds,

Series 2004A Fund 895,249.00

TOTAL $88,256,870.00

 

Section 5. That the sum of $88,256,870.00 is hereby appropriated from the Unappropriated Fund Balance of Fund No. 8186, 2012A Sanitary Sewer Revenue Bond Fund to the following accounts:

 


AL-8186-807790-B Sewers $75,000,564.00

AL-8186-129632-B Discount on Sale of Bonds 249,347.00

AL-8186-129620-B Bond Issuance Expense 275,000.00

AL-8186-129631-B Underwriters’ Discount 394,103.00

AL-8186-129686-B Arbitrage Rebate Calculation 10,000.00

AL-8186-129671-G Defeasance of Bonds 12,327,856.00

TOTAL $88,256,870.00

 

Section 6. That the Director of Finance is hereby designated as requisitioning authority for Account Nos. AL-8186-129631, AL-8186-129620, AL-8186-129632, AL-8186-129686, AL-8186-129671, 13-8110-129998-908186 and AL-8179-129998-908186 and that the Director of Water Services is hereby designated as the requisitioning authority for Account No. AL-8186-807790.

Section 7. That the Director of Finance is hereby authorized to close project accounts upon project completion and return the unspent portion of the appropriation to the Fund Balance from which it came.

 

 

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
