RESOLUTION NO. 961633

 

Providing for a review of the Taxicab Starter System at Kansas City International Airport and directing the City Manager to provide monthly summaries of taxicab activity at Kansas City International Airport.

 

WHEREAS, the City of Kansas City, Missouri, is proud of the quality of all aviation services provided to the public and carriers at Kansas City International Airport, including ground transportation, and has consistently worked to improve the quality of all elements of aviation services at Kansas City International Airport, including ground transportation; and

 

WHEREAS, the City of Kansas City, Missouri, is committed to ensuring the availability of quality ground transportation services for persons arriving at and departing from Kansas City International Airport to, first, serve the needs of the traveling public and, second, protect the ability of ground transportation providers to operate in fair competition with each other and to achieve fair earnings and profits; and

 

WHEREAS, the City of Kansas City, Missouri, through the Department of Aviation, beginning on September 1, 1996, instituted a new ground transportation starter system for taxicabs at Kansas City International Airport providing for, among other things, the reporting to and holding of all taxicabs in a central staging area thereafter dispatched to air terminals on the basis of requests from passengers using dedicated telephones in the terminals, instead of being dispatched to taxicab stands at air terminal exists for engagement by passengers at the curb; and

 

WHEREAS, the City of Kansas City, Missouri, for the first time, through the efforts of the Department of Aviation, beginning on September 1, 1996, began collecting data on the number of taxicabs providing ground transportation services at Kansas City International Airport and the number and times of trips for such taxicabs; and

 

WHEREAS, the City Council of Kansas City, Missouri, wishes to monitor and evaluate the effects of the new taxicab starter system to ensure that it is serving the needs of the traveling public and has not negatively impacted the volume of business conducted by taxicabs serving Kansas City International Airport; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council monitor, evaluate and review the taxicab starter system at Kansas City International Airport for the seven month time period of September 1, 1996 through March 31, 1997, to determine whether it is serving the needs of the traveling public and is not negatively impacting the volume of business conducted by taxicabs serving Kansas City International Airport.

 

Section 2. That the City Manager in connection therewith provide monthly reports for the above time period showing at a minimum the number of taxicabs using Kansas City International Airport for ground transportation services each month together with the number of trips per day and time of day for such cabs and such additional information that the City Manager may deem appropriate.

 

Section 3. That the City Council, upon the expiration of the above period of time, review the operation of the taxicab starter system at Kansas City International Airport, including consideration of the aforesaid information provided by the City Manager, to determine if the taxicab starter system is serving the needs of the traveling public and is not negatively impacting the volume of business conducted by taxicabs serving Kansas City International Airport, such review in the first instance to be conducted by the Planning, Zoning and Economic Development Committee through one or more public hearings followed by its forwarding its recommendations to the City Council.
