RESOLUTION NO. 021248
Approving an amendment to
the Country Club Area Plan as it affects an area generally bounded by Wornall
Road on the west, Oak Street on the east, 59th Street on the north and 63rd
Street on the south and an area from Wornall Road on the west, Troost Avenue on
the east, 63rd Street on the north and Meyer Boulevard on the south, by recommending
low-medium density residential, mixed-use residential/office/institutional,
and mixed use residential/commercial/office/institutional instead of office
commercial, low density residential, public, semi-public and retail
commercial uses. (260-S-6)
WHEREAS, on
August 28, 1980, the City Council by Resolution No. 51866 adopted the Country
Club Area Plan as a guide for development and redevelopment of that area
bounded by Volker Boulevard and Ward Parkway on the north, State Line on the west,
Gregory Boulevard on the south and Troost Avenue from Gregory Boulevard to 63rd
Street and by Oak Street from 63rd Street to Volker Boulevard on the east; and
WHEREAS, said
Country Club Area Plan was amended on December 23, 1981, through the adoption
of Resolution No. 53516, was amended on February 13, 1987, through the adoption
of Resolution No. 60437; was amended on June 1, 1989, through the adoption of
Committee Substitute for Resolution No. 63220; and amended on May 23, 1991,
through the adoption of Resolution No. 910195; and was further amended on June
8, 2000, through the adoption of Resolution No. 000629; and
WHEREAS, after
further review by the City Development Department, it has been deemed
appropriate to amend the Country Club Area Plan as it affects that area
generally bounded by Wornall Road on the west, Oak Street on the east, 59th
Street on the north and 63rd Street on the south and an area from Wornall Road
on the west, Troost Avenue on the east, 63rd Street on the north and Meyer Boulevard
on the south, to modify the Proposed Land Use Plan and Map by recommending
low-medium density residential, mixed-use residential/office/institutional,
and mixed use residential/commercial/office/institutional instead of office
commercial, low density residential, public, semi-public and retail
commercial uses; and
WHEREAS, public
notice of a hearing before the City Plan Commission was published on September
2, 2002; and
WHEREAS, the City
Plan Commission considered such amendment to the Proposed Land Use Plan and Map
on September 17, 2002; and
WHEREAS, after
all interested persons were given an opportunity to present testimony, the City
Plan Commission did on September 17, 2002, recommend approval of the proposed
amendment to the Country Club Area Plan; NOW, THEREFORE,
BE IT RESOLVED BY
THE COUNCIL OF KANSAS CITY:
Section A. That
the sixth amendment to the Country Club Area Plan is hereby approved for that
area generally bounded by Wornall Road on the west, Oak Street on the east,
59th Street on the north and 63rd Street on the south and an area from Wornall
Road on the west, Troost Avenue on the east, 63rd Street on the north and Meyer
Boulevard on the south, to modify the Proposed Land Use Plan and May by
recommending low-medium density residential, mixed-use
residential/office/institutional, and mixed use
residential/commercial/office/institutional instead of office commercial,
low density residential, public, semi-public and retail commercial uses.
A copy of the amendment to the Land Use Plan and Map of the Country Club Area
Plan is attached hereto as Exhibit A and incorporated herein by reference.
Section B. That
the amendment to the Country Club Area Plan is consistent and complies with the
FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute
for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas
City Plan.
Section C. That
the Council finds and declares that before taking any action on the proposed
amendment hereinabove, all public notices and hearings required by law have
been given and had.
