ORDINANCE NO. 141076

 

Authorizing an agreement with Lutjen, Inc. for approximately $582,000.00 for design services for the Englewood Road Complete Streets Upgrade project; and recognizing this ordinance as having an accelerated effective date.

 

WHEREAS, Ordinance 140050 stated the City Council’s support for improvements to Englewood Road including the US 169 interchange; and

 

WHEREAS, Committee Substitute for Ordinance 140182 directed the City Manager to cause specific projects to be submitted to the Mid-America Regional Council as applications for FHWA Surface Transportation Program grants; and

 

WHEREAS, the City secured a $7,000,000.00 FHWA Surface Transportation Program grant to improve Englewood Road from Waukomis Drive to US 169 to a boulevard standard with a single through traffic lane in both east and west directions, a raised green center median with left turn lanes at intersections, bicycle lanes, sidewalks, an enclosed storm system with green solutions, and streetlights which will meet the goals and objectives of the Walkability, Living Streets, and Line Creek Area Plans; and

 

WHEREAS, the proposed improvements will connect the residents along Englewood Road to the Line Creek Trail, Line Creek Community Center, and Englewood Elementary School with bike lanes and sidewalks and will reduce traffic congestion and safety concerns at the US 169 interchange; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of the Public Works Department is hereby authorized to execute, on behalf of the City, a $581,630.24 contract with Lutjen, Inc. for design professional services for Project Number 89008121 – Englewood Road from funds previously appropriated to the following accounts in the Capital Improvements Fund in the following amounts:

 

15-3090-898012-B-89008121 Englewood Road $500,000.00

15-3090-898201-B-89008121 Englewood Road 81,630.24

TOTAL $581,630.24

 

A copy of the contract is on file in the Public Works Department and is incorporated herein by reference.

 

Section 2. That this ordinance, relating to the design, repair, maintenance or construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
