COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 021438

 

Authorizing the Director of the Department of Housing and Community Development to execute a Cooperative Agreement with the Housing and Economic Development Finance Corporation, of Kansas City, Missouri, in the amount of $1,568,989.00 for the following projects: Beacon Hill Infrastructure, Vine Street District and Little Sisters of the Poor Infrastructure; designating requisitioning authority; and directing the City Clerk to file certain documents with the appropriate offices.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY, MISSOURI,

 

Section 1. That the Director of the Department of Housing and Community Development, on behalf of the City, is hereby authorized to execute a Cooperative Agreement with the Housing and Economic Development Finance Corporation in the following amounts:

 

- $1,000,000.00 for public improvements for the Beacon Hills Housing Development, from funds previously appropriated to Account No. 03-309-055-7307-T and

 

- $338,989.00 for public improvements for the Vine Street District, generally located along Vine Street from the Terminal Tracks to 24th Street, from funds previously appropriated to Account No. 03-309-055-6700-T.

 

Section 2. That the appropriation in the following account of the Capital Improvement Fund is hereby reduced by the following amount.

 

03-309-089-6503-T Special Projects-CD5 $230,000.00

 

Section 3. That the sum of $230,000.00 is hereby appropriated form the Unappropriated Fund Balance of the Capital Improvement Fund to the following account in the Capital Improvement Fund:

 

03-309-055-6503-T Little Sisters of the Poor Infrastructure $230,000.00

A copy of said Cooperative Agreement, in substantial form, is attached hereto and is hereby approved.

 

Section 4. That the Director of Housing and Community Development is hereby designated as requisitioning authority for Account No. 03-309-055-6503.

 

Section 5. That the City Clerk is hereby directed to file a copy of said Cooperative Agreement, together with a copy of this ordinance, in the office of the Department of Records of Jackson County, Missouri, and to file a copy with the Secretary of State of Missouri.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
