ORDINANCE NO. 001637

 

Approving an amendment/modification to the Hospital Hill No. 2 Urban Renewal Plan by expanding the boundaries to include two additional areas generally bounded by 21st Street, Bruce R. Watkins, Forest and The Paseo and bounded by 25th Street, West Paseo, 27th Street and Bruce R. Watkins, along with a parcel at 27th and Troost and adding additional parcels for acquisition and the Beacon Hill Urban Renewal Project; and declaring the additional areas to be a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Missouri Land Clearance for Redevelopment Authority Law subject to certain findings and conditions.

 

WHEREAS, by passage of Ordinance No. 41888, passed December 1, 1972, the City Council approve a general urban renewal plan and the feasibility of relocation for the Hospital Hill No. 2 Urban Renewal Area, a copy of which was filed with the City Clerk; and

 

WHEREAS, the Hospital Hill No. 2 Urban Renewal Plan was amended on February 23, 1995, by the passage of Ordinance No. 950034 and amended on September 10, 1998, by the passage of Committee Substitute for Ordinance No. 980989; and

 

WHEREAS, it is desirable and in the public interest that the Hospital Hill No. 2 Urban Renewal Plan be expanded to include two additional areas generally bounded by 21st Street, Bruce R. Watkins, Forest and The Paseo and bounded by 25th Street, West Paseo, 27th Street and Bruce R. Watkins, along with a parcel at 27th and Troost, and to add additional parcels for acquisition and the Beacon Hill Urban Renewal Project; and

 

WHEREAS, said expanded area is a blighted/insanitary area as defined by Section 99.320, RSMo, so as to constitute an economic or social liability to the public health, safety, morals, or welfare; and

 

WHEREAS, a copy of the amendment has been filed with the City Clerk; and

 

WHEREAS, the Land Clearance for Redevelopment Authority of Kansas City, Missouri, did on October 25, 2000, adopt a resolution recommending the expansion of the Urban Renewal Area to include the two additional areas and the modifications listed in the proposed amendment, said resolution being set forth and incorporated in the proposed amendment/modification to the Hospital Hill No. 2 Urban Renewal Plan; and

 

WHEREAS, the City Plan Commission reviewed the amendment to the Hospital Hill No. 2 Urban Renewal Plan to expand the area and add additional parcels for acquisition and the Beacon Hill Urban Renewal Project on _______________________, said recommendation of the City Plan Commission being set forth on Exhibit A attached hereto and incorporated herein by reference; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 


Section A. That the amendment/modification to the Hospital Hill No. 2 Urban Renewal Area, is hereby approved to expand the area to include two additional areas generally bounded by 21st Street, Bruce R. Watkins, Forest and The Paseo and bounded by 25th Street, West Paseo, 27th Street and Bruce R. Watkins, along with a parcel at 27th and Troost, and as delineated on the Modification of the Hospital Hill No. 2 Urban Renewal Plan, which additional area is more specifically described as follows:

 

Commencing at the intersection of the north right-of-way line of 27th Street and the east right-of-way line of Troost Avenue, said point being the point of beginning of the herein described tract; thence north along said east right-of-way line of Troost Avenue to the south right-of-way line of 23rd Street; thence east along said south right-of-way line of 23rd Street; to its intersection with the westerly right-of-way line of Bruce R. Watkins Drive, said point being 205.05 feet right of Station 85+82.20 along the centerline of said Bruce R. Watkins Drive; said centerline being more particularly described as follows:

 

Commencing at the southwest corner of the NW 1/4 Section 9, Township 49 North, Range 33 West; thence North 02E12'32.5" East a distance of 453.02 feet to a point on said centerline at Station 81+56.43 being a point on a 3E30' curve to the left with an interior angle of 47E46'10.3" and tangent at said point to a line having a bearing of South 29E04'20" East; thence southeasterly along said curve a distance of 610.87 feet to curve to spiral Station 87+67.30; thence to the left on a spiral curve a distance of 400 feet to spiral to tangent Station 91+67.30 (said spiral curve having an X distance of 399.40 feet along the main tangent and a Y distance of 16.27 feet offset from the main tangent); thence the centerline extends South 55E14'37.3" East a distance of 367.28 feet to point of curve Station 95+34.58, which is the beginning of a 2E00' curve to the right with an interior angle of 41E07'44"; thence southeasterly along said curve a distance of 2,056.46 feet to point of tangent Station 115+91.03; thence the centerline extends South 14E06'53.2" East a distance of 627.29 feet to Station 122+18.32 which is also a point 209.25 feet North 87E25'47.6" West of the northeast corner of the NE 1/4 NW 1/4 of Section 16, Township 49 North, Range 33 West; the following stations and offsets being based upon said centerline; thence continuing with said perimeter description along the westerly right-of-way of said Bruce R. Commencing at a point on the south right-of-way line of said 22nd Street, said point being 472.92 feet left of Station 86+48.05, said point also being the point of beginning of the herein described tract; thence easterly along the south right-of-way line of said 22nd Street, to the east right-of- way line of Tracy Avenue; thence northerly along the northerly prolongation of said east right-of-way line to the intersection of the west right-of-way line of Tracy Avenue and the north right of way line of 22nd Street; thence continuing northerly along the east right-of-way line of said Tracy Avenue to a point 52 feet south of the northwest corner of Block Q, Lockridges Addition, a subdivision in Kansas City, Jackson County, Missouri; thence east parallel with the north boundary of Blocks Q and T of said Lockridges Addition to the east line of said Block T and at a point 52 feet south of the northeast corner of said last named block, said point also being on the west right- of-way line of The Paseo; thence southerly along said west line to the north right-of-way line of 22nd Street; thence southwesterly to a point 825.79 feet left of Station 92+59.49; thence southerly to a point 663.58 feet left of Station 93+62.64; thence westerly to a point 619.01 feet left of Station 92+92.03; thence southerly to a point 460.17 feet left of Station 93+93.04; thence southerly to a point 459.87 feet left of Station 95+05; thence westerly to a point 209.40 feet left of Station 91+07.56; thence northwesterly to a point 227.43 feet left of Station 90+21.68; thence westerly to a point 185.89 feet left of Station 89+55.61; thence northerly to a point 267.82 feet left of Station 88+92.73; thence westerly to a point 213.23 feet left of Station 88+09.78; thence northerly to a point 383.82 feet left of Station 86+29.83; thence easterly to a point 432.49 feet left of Station 86+99.73; thence northerly to the point of beginning.

The east 150 feet of Lot 1, Block 9, Continuation of Beacon Hill, a subdivision in Kansas City, Jackson County, Missouri.

 

and such area is hereby declared to be a blighted area and in need of redevelopment and rehabilitation and is appropriate for an Urban Renewal Project and that the undertaking by the Land Clearance for Redevelopment Authority of Kansas City, Missouri, of surveys and plans for an urban renewal project of the character contemplated by Section 99.430, Revised Statutes of Missouri, as amended, and the proposed additional Urban Renewal Area is hereby approved.

 

Section B. That the amendment provides for the incorporation of 224 additional parcels in the existing Hospital Hill No. 2 into the acquisition category which are identified in the proposed amendment/modification to the Hospital Hill No. 2 Urban Renewal Plan.

 

Section C. That the Council has duly made the findings necessary for compliance with Sections 99.320 and 99.430, Revised Statutes of Missouri, as amended.

 

Section D. That the amendment to the Urban Renewal Plan for the Hospital Hill No. 2 Urban Renewal Area, a copy of which is on file in the office of the City Clerk under Document No. 0016__, and which is incorporated herein by reference, titled Modification of the Hospital Hill No. 2 Urban Renewal Area adding the Beacon Hill Urban Renewal Project, is hereby approved.

 

Section E. That said Urban Renewal Plan and amendments are hereby found to be feasible and in conformance with the Master Plan for the development of the community as a whole.
