COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 100027

 

Stating the intent of the Council regarding the site formerly occupied by the Municipal Correctional Institute; estimating revenue from the AT&T Landline Municipal Tax Settlement in the amount of $822,872.00 in the General Fund and appropriating it for work on the Municipal Correctional Institute site; designating requisitioning authority; and recognizing an emergency.

 

WHEREAS, the Municipal Correctional Institute Facility located at 8100 Ozark Road has served the City well since its construction in 1972; and

 

WHEREAS, the buildings at the Municipal Correctional Institute are now well worn and past their useful life; and

WHEREAS, the buildings at the Municipal Correctional Institute are unique and no other use for the buildings have been found; and

 

WHEREAS, all operations of the Municipal Correctional Institute have now been relocated to another facility, saving the City valuable resources; and

 

WHEREAS, the personnel costs during the transition to the Regional jail were higher than budgeted; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council states its intent to decommission and demolish the structures on the site formerly occupied by the Municipal Correctional Institute and prepare the site for redevelopment.

 

Section 2. That revenue in the following account of the General Fund is estimated in the following amount:

 

10-1000-120000-453200 Telephone Companies $822,872.00

 

Section 3. That $822,872.00 is appropriated from the Unappropriated Fund Balance of the General Fund to the following accounts:

 

10-1000-078025-B MCI Decommissioning $352,872.00

10-1000-572210-A Correctional Services 320,000.00

10-1000-572210-B Correctional Services 150,000.00

TOTAL $822,872.00

 

Section 4. That requisitioning authority is designated to the Director of General Services for Account No. 10-1000-078025.

 

Section 5. That this ordinance is recognized as an emergency measure within the provisions of Section 503 of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
