ORDINANCE NO. 970631
Amending Chapter 2, Administrative Code, Code of
Ordinances, Article V, entitled "Departments", by repealing Sections
2-191 and 2-581 and enacting three new sections, Sections 2-191, 2-205, and
2-710, which create a Division of Budget within the Finance Department and an
Office of Management Services within the Office of the City Manager.
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That Chapter 2, Administrative Code, Code
of Ordinances, Article V, entitled "Departments", is hereby amended
by repealing Section 2-191 and enacting in lieu thereof one section to read as
follows:
Sec. 2-191. Divisions; general duties of director.
(a) The department of finance shall consist of the
following divisions: division of accounts, division of treasury, division of
purchases and supplies, division of assessments, division of revenue, division
of property and insurance, and division of budget. The work of the department
shall be distributed among the divisions as provided by the Charter and as
provided by this article or by ordinance.
(b) In all cases where the duty is not expressly
charged to any other department or office, it shall be the duty of the director
of finance to protect the financial interest of the city and to take all proper
steps for promoting, securing and preserving the financial and property
interests of the city and for saving the city from financial or property loss.
(c) It shall be the duty of the director of
finance, in addition to the duties imposed upon him by the Charter, to exercise
general supervision over all offices of the city regarding the proper
management of the fiscal concerns of their respective offices. He shall examine
the books of each department from time to time to see that they are kept in
proper form, shall see that all necessary reports are made to him by the
various officers of the city, shall see that officers receiving money pay the
money to the city treasurer, when required, and shall report all delinquents to
the city manager and the city council. He shall also supervise the various
divisions of the finance department in the performance of their functions and
coordinate their activities and, when so instructed by the city manager, shall
render such other related services as may from time to time be requested by the
city manager or authorized by the city council.
(d) Any references in this chapter or city
ordinances to the supervisor of liquor control shall be deemed to refer to the
director of finance or his designee.
Section 2. That Chapter 2, Administrative Code, Code
of Ordinances, Article V, entitled "Departments", is hereby amended
by repealing Section 2-581 and enacting a new section, Section 2-205, to read
as follows:
Sec. 2-205. Division of Budget.
The division of budget shall be supervised by a
budget officer. Such officer shall perform such functions and services as may
be prescribed by ordinance. The budget officer shall conduct research of a
budgetary, financial and economic nature and research in other areas pertaining
to properly informed management analysis requirements as may be required from
time to time by the finance director; prepare and furnish reports of an
informative nature as specified by the finance director from time to time;
establish, develop and maintain a total management reporting system; conduct,
prepare and implement total systems, studies of internal procedures and
processes of the city; assemble and make accessible at all times books,
pamphlets, magazines and other information and data useful to the city
government but not in continuous use by any department thereof; and furnish a
fundamental statistical and information service by cataloging all such data and
information assembled relating to the city and its government. He shall, when
such services are required by the finance director, determine the scope,
content and form of departmental budget requests; review departmental budget
requests and prepare the city's annual budget estimates; and provide such other
services as may be required by the finance director or by ordinance.
Section 3. That Chapter 2, Administrative Code, Code
of Ordinances, Article V, entitled "Departments", is hereby amended
by enacting a new division, Division 22, to read as follows:
DIVISION 22. Office of Management Services
Sec. 2-710. Established; director.
There is hereby established an office of management
services which shall be supervised by a director of management services. The
director of management services shall be appointed by and responsible to the
city manager. Such director and office shall assist the City Manager and his
staff to competitively improve the delivery of city services by improving
quality, cost effectiveness and customer satisfaction. The office will provide
performance management tools, competitive evaluation technologies,
organizational design and effectiveness technologies, and strategic research and
analysis. In addition, the director shall perform such functions and provide
such services as required by the city manager or by ordinance.
