RESOLUTION NO. 140130

 

Directing the City Manager to implement a Healthier Vending Policy for vending machines at City facilities.

 

WHEREAS, the City recognizes the role that healthier eating plays in contributing to our overall health; and

 

WHEREAS, it is understood that many convenience food and beverage items contain large quantities of sugar, sodium, saturated fats and calories that negatively contribute to health issues of employees and visitors such as diabetes, cardiovascular disease, obesity and hypertension; and

 

WHEREAS, many organizations from the public and private sector are looking for ways to reduce health costs by instituting workplace wellness programs that include healthy vending options; and

 

WHEREAS, as an employer, the City believes it has an obligation to create a healthier workforce while concurrently controlling healthcare costs; and

 

WHEREAS, the City Council recognizes an opportunity to assist those in City facilities in making healthy eating choices through vending machines, and

 

WHEREAS, a healthy vending policy is consistent with the efforts the City has undertaken in the operation of its wellness program; and

 

WHEREAS, the Health Department presented a “KCMO Healthier Vending Initiative” (the “Initiative”) to the Healthcare Trust on August 26, 2013 that contained recommended guidelines for healthier vending machines organized by the categories of beverages, foods and entrées and that limits the content of sugar, sodium, fats and calories; and

 

WHEREAS, the Healthcare Trust approved and recommends that the City incorporate the Initiative into City contract policy; and

 

WHEREAS, it is the desire of the City Council that any future contract involving the vending by machine of food or beverage comply with the guidelines set out in the Initiative due for the reasons set out above; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to implement a Healthier Vending Policy for vending machines at City facilities. Such policy shall, at a minimum, contain the guidelines listed in the “KCMO Healthier Vending Initiative” presented to the Healthcare Trust on August 26, 2013. A copy of the Initiative is on file with the Health Department.
