ORDINANCE NO. 030994

 

Approving the modification of the Infill Housing Urban Renewal Project Area and Designation of Area No. 136 which is generally bounded by E. 20th Street, the Kansas City Terminal Railway, Olive Avenue, and Brooklyn Avenue to expand the boundaries of the target area and change the proposed reuse from single-family to townhouse development. (390-S-146A)

 

WHEREAS, it is desirable and in the public interest that the Land Clearance for Redevelopment Authority of Kansas City, Missouri, submit a modification of the Infill Housing Urban Renewal Plan for the area generally bounded by E. 20th Street on the south, the Kansas City Terminal Railway on the north, Olive Avenue on the east and Brooklyn Avenue on the west, that plan was approved in Ordinance No. 030089; and

 

WHEREAS, this amendment will expand the plan area by adding six new lots designated as Area Nos. 136F-136K and will change the proposed use from single-family to townhouse development; and

 

WHEREAS, said area is blighted due to the insanitary or unsafe conditions, deterioration of site improvements, and a combination of such factors so as to constitute an economic or social liability to the public health, safety, morals or welfare; and

 

WHEREAS, the Land Clearance for Redevelopment Authority of Kansas City, Missouri, did on the 3rd day of June, 2003, adopt a resolution recommending that the plan be modified to add Area Nos. 136F-136K, and that these areas be declared blighted and that the modification to this Urban Renewal Plan be approved; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the proposed modified urban renewal area identified as the Infill Housing Urban Renewal Project Area No. 136 generally bounded by E. 20th Street on the south, the Kansas City Terminal Railway on the north, Olive Avenue on the east and Brooklyn Avenue on the west, and which adds Area Nos. 136F-136K, which are more specifically described as:

 

136-F, 1924 Olive - The west 125 feet of Lots 10 through 13, Block 3, Cowherds Brooklyn Hill Addition, an addition in Kansas City, Jackson County, Missouri.

 

136-G, 1928 Park - Lots 6 through 4, Block 4, Cowherds Brooklyn Hill Addition, an addition in Kansas City, Jackson County, Missouri.

 

136-H, 2208 E. 20th Street - Lots 9 and 10, Block 4, Cowherds Brooklyn Hill Addition, an addition in Kansas City, Jackson County, Missouri.

 

136-I, 2206 E. 20th Street, The east 30 feet of Lots 1 and 2, Block 4, Cowherds Brooklyn Hill Addition, an addition in Kansas City, Jackson County, Missouri.


136-J, 2204 E. 20th Street - The west 30 feet of east 60 feet of Lots 1 and 2, Block 4, Cowherds Brooklyn Hill Addition, an addition in Kansas City, Jackson County, Missouri.

 

136-K, 2202 E. 20th Street - The west 70 feet of Lots 1 and 2, Block 4, Cowherds Brooklyn Hill Addition, an addition in Kansas City, Jackson County, Missouri.

 

is a blighted area and in need of redevelopment and rehabilitation and is appropriate for an Urban Renewal Project, and that the undertaking by the Land Clearance for Redevelopment Authority of Kansas City, Missouri, of surveys and plans for an urban renewal project of a character contemplated by Section 99.430, Revised Statutes of Missouri, as amended, and the proposed urban renewal area is hereby approved.

 

Section 2. That the Council has duly made the findings necessary for compliance with Sections 99.320 and 99.430, Revised Statutes of Missouri, as amended.

 

Section 3. That the modification of the Urban Renewal Plan for the Infill Housing Urban Renewal Project Area No. 136, adding Area Nos. 136F-136K and changing the proposed reuse from single-family to townhouse development, a copy of which is on file in the office of the City Clerk under Document No. 030994, and which is incorporated herein by reference, is hereby approved.

 

Section 4. That said modification to the Urban Renewal Plan is hereby found to be feasible and in conformance with the Master Plan for the development of the community as a whole.
