ORDINANCE NO. 051508

 

Approving the Second Modification to the Troost 53rd-63rd Urban Renewal Plan for approximately 3.5 acres generally located on the east side of Troost Avenue between 56th Street and 58th Street (396-S-2).

 

WHEREAS, by passage of Ordinance No. 64763, passed February 1, 1990, the City Council approved a general urban renewal plan for the Troost 53rd-63rd Street Urban Renewal Project; and

 

WHEREAS, it is desirable and in the public interest that the Troost 53rd-63rd Street Urban Renewal Plan be modified to allow for construction of 48 residential units and a resource center, collectively known as Ashton Villas; and

 

WHEREAS, a copy of the amendment has been filed with the City Clerk; and

 

WHEREAS, the Land Clearance for Redevelopment Authority of Kansas City, Missouri, did on November 16, 2005, adopt Resolution No. 10-03-05 recommending approval of the Second Modification to the Troost 53rd-63rd Street Urban Renewal Plan to allow for construction of 48 residential units and a resource center, collectively known as Ashton Villas; and

 

WHEREAS, the City Plan Commission reviewed and recommended approval of the Second Modification to the Troost 53rd-63rd Street Urban Renewal Plan to allow for construction of 48 residential units and a resource center, collectively known as Ashton Villas, said recommendation of the City Plan Commission being set forth on Exhibit A attached hereto and incorporated herein by reference; and

 

WHEREAS, the plan with this modification is feasible and in conformity with the general plan for the City; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Second Modification to the Troost 53rd-63rd Street Urban Renewal Plan which allows for construction of 48 residential units and a resource center, collectively known as Ashton Villas, is hereby approved. A copy of the Second Modification to the Troost 53rd-63rd Street Urban Renewal Plan is on file with the office of the City Clerk and is incorporated herein by reference.

 

Section B. That the Council has duly made the findings necessary for compliance with Sections 99.320 and 99.430, Revised Statutes of Missouri, as amended.

 

Section C. That it is hereby found and determined that all of the findings, determinations and conclusions made and set forth in the previous ordinances listed above apply with equal force and effect as of the date of this revision.

 

Section D. That said Urban Renewal Plan and amendments are hereby found to be feasible and in conformance with the Master Plan for the development of the community as a whole.
