ORDINANCE NO. 200177

 

Estimating and appropriating revenue in the amount of $28,980.00 in the Water Working Capital Fund and $202,860.00 in the Sewer Working Capital Fund; authorizing the Director of General Services to execute a Professional Services Agreement regarding a Replace and Scrap Grant with the Metropolitan Energy Center, Inc. (MEC); designating requisitioning authority and authorizing contract amendments; and recognizing an accelerated effective date.

 

WHEREAS, the Environmental Protection Agency has authorized funds to be used for replacement and scrappage of diesel-powered vehicles; and

WHEREAS, the replacement vehicles must be powered with alternate fuel technologies; and

WHEREAS, the Fleet Services Division has determined that there are 8 eligible vehicles to pursue with this opportunity; and

WHEREAS, Metropolitan Energy Center, Inc. (MEC) is the agency designated to receive and dispense such funds; and

WHEREAS, MEC has determined that the City of Kansas City, MO can support the performance of the EPA Award; and

WHEREAS, the City of Kansas City Missouri will spend an estimated $815,028.00 and will receive $231,840.00 in reimbursable funding for the Replace and Scrap Grant; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That revenue in the following account of the Water Working Capital Fund is hereby estimated in following amount:

 

20-8020-800001-476405-G80DERA18 EPA Emissions Reduction $28,980.00

 

Section 2. That the following amount is hereby appropriated from the Unappropriated Fund Balance of the Water Working Capital Fund in the following account:

 

20-8020-801900-E-G80DERA18 Capital Outlay to Replace Equipment $28,980.00

 

Section 3. That revenue in the following account of the Sewer Working Capital Fund is hereby estimated in following amount:

 

20-8120-800001-476405-G80DERA18 EPA Emissions Reduction $202,860.00

 

Section 4. That the following amount is hereby appropriated for the Unappropriated Fund Balance of the Sewer Working Capital Fund in the following account:

 

20-8120-801900-E-G80DERA18 Capital Outlay to Replace Equipment $202,860.00

 

Section 5. That the Director of General Services Department is hereby authorized to execute, a Professional Services Agreement containing Mid-America Clean Trucks for the City of Kansas City Missouri, to accept the terms and conditions of the agreement, and to officially execute, on behalf of Kansas City, Missouri, necessary documentation to administer the project through the Mid-America Clean Highways Grant Program. A copy of this agreement is on file in the office of the Director of General Services.

 

Section 6. That the Director of Water Services is hereby designated requisitioning authority for Account No. 20-8020-801900-E and Account No. 20-8120-801900-E to satisfy the matching requirements of the agreement.

 

Section 7. That the Director of General Services is authorized to amend the agreement with Metropolitan Energy Center, Inc., without additional Council authorization.

 

Section 8. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503)(a)(3)(C) of the City Charter in that it shall take effect in accordance with that section.
