WHEREAS, the City needs to use its best efforts and available resources to maximize its collection of delinquent bills, fines, taxes and special assessments; and

WHEREAS, there exist credit reporting services that collect and maintain information concerning the credit history of individuals, including an individuals history of nonpayment of delinquent bills, fines, taxes and special assessments owed to governmental entities; and

That the Mayor and Council hereby direct the City Manager to identify the three leading national credit reporting services and determine the costs and advisability of contracting with one or more of those credit reporting services to receive and report information from the City regarding persons owing the City for delinquent bills, fines, taxes and special assessments.
